NO SALES TO DEALERS. - Oregon is the only state which fixes prices at the produ cer, distributor and retail levels, employs quotas and pooling and at the same time does not have lower cash-and-carry , store prices. It is the only state that vests virtually unlim ited power over a major food industry in a single adminis trative agency. But. the evidence appears to prove that Oregon went over board. It adopted a milk control act which,, while protecting the producer and thus protecting the milk supply, has tend ed to drive retail prices upward, protect inefficient operators and reduce the butterfat content of milk. The act provides built-in profits for wholesalers and retailers and places ar- bitary limits (through the quota system) upon the number of milk producers. i Why the dairymen and the legislature have not modified the law, to provide a store differential, we cannot under stand. This is neither just nor fair. Let's give milk consumers, particularly those in the lower income groups, a better break, as most other states do. Let's break the milk monopoly and let free competition control once more at distributor and retail levels.
