WASHINGTON U1 The Depart ment of Interior has - reaffirmed its belief that Congress should au thorize construction of steam and las turbine generating, capacity to firm up the Pacific Northweit's hydroelectric power supply. Also recommended was estab lishment of a Columbia Basin ac count t otreat all projects in the Northwest as a single unit (or the purppse of fixing rates and return ing costs reimbursable out of pow er revenues. The recommendations were con tained in the department's annual report released this week, for fis cal 1951 the 12 months which ended June 30, 1951. Steam plants located at the out er edges of the Bonneville system, the report stated, ''would make power available for defense needs and area loads more quickly than any other type of generation of similar size and cost. They would have the added advantages of ef fecting substantial transmission savings and of having a oe'man ent value for firming up hydro even after new hydro projects arc completed."' Enactment of the basin account legislation, the department con tended, "would provide a mora practical and equitable basis for fixing rates and for applying pres ent policies relating to irrigation subsidy."
