Tiie authority to Impose controls Is contained in the Defense Pro duction Act. This is due to expire June 30. The Banking Committee action would extend the controls to June 30, 1953. President Truman has asked a two-year extension of the act, which covers wages, prices, rents and materials. Rents would be controlled for another year, much as they, are now, under the adoptee, legislation. Dogs Running Loose Again At Issue In Bend BEND Ifl Bend voters may be asked again whether they want dogs restrained . from running loose. For a decade the question of keeping dogs tied up, fenced in or on leash has been hotly argued here. There was first an advisory vote and ttie people approved a tie-up ordinance. Then in 1950 ano ther advisory vote prompted re peal of the ordinance. Now the city attorney! Is drawing up a petition for a November vote on the question again only this time the tie-up would extend throughout the year instead of just during the gardening season. The intent is to make the decision bind ing rather than advisory to the city commission. Germon Chancellor Escapes Bomb Death BONN, Germany t A second suspected bomb attempt on the life of Chancellor Konrad Adenauer within 24 hours proved a false alarm late Friday. Federal police gingerly opened a suspicious parcel and found in side a loudly-ticking antique clock. Police and populace were jit tery after a mall package ad dressed to Dr. Adenauer exploded Thursday night at Munich, killing one man and injuring four others. That is the question Federal Judge Henry W. Goddard must de ride afetr hearing this story Wednesday from Attorney Benja min Schmier: Anthony Pisciota. 28. was "the black sheep of the family. He was always looking for an easy way to make ah easy dollar." But his brother, Rosario, 32, led an "exemplary life." - One day. Anthony asked Rosario to deliver a package. His easy going brother took the package and was arrested. It contained nar cotics. Anthony also was arrested and for him it wasn't the first time. When Rosario shouted his inno cence, the U. S. attorney said the maximum sentence would be im posed if the case went to trial. Anthony urged his brother to plead guilty so that Anthony, who had a record, wouldn't get joo stilt a sentence. A lawyer told Rosario the judge probably would give him six months at the most. -Both Plead Guilty So both brothers pleaded guilty to peddling narcotics. Anthony got nine years. Rosario got seven years. They went to prison about a year ago. Rosario wrote Judge Goddard from prison, saying he was inno cen.t The case was turned over to the Legal Aid Society and Schmier was assigned. "I received a letter from An thony," Schmier told the judge, "and, believe me, it was-written in blood. He said his conscience bothered him so much he couldn't sleep nights and he swore his bro ther was innocent." , After hearing the story, Jud'e Goddard ordered Rosario to enter a plea of innocent. If the brother proves his case, he will be a free man. Said the judgf: ' All I want to see is that justice is done."
