AMVTS Urge Bolder Action On UMT Plans WASHINGTON HI A spokes man for the American Veterans Committee urged Senators Wednes day to approve a "bold approach" on universal military training for 18 year old youths. Louis C. Pakiser, Jr., of Tulsa, Okla., the AVC's executive direc tor, testified that both UMT and the draft could and should operate together. . . He sharply criticized as a "timid approach" a proposal that only 60.000 18-year olds be trained initi ally and then placed in the reserve subject to later call for active duty. The National Security Training Commission, which would super start with 60,000 and then grad ually be expanded until tne train ing covers 800,000 youths I year. Pakiser also opposed a proposal voted by the House Armed Serv ices Committee that the UMT trainees not be called to active duty until Congress specifically ap proves.
