This would be 10 per cent below present permitted produc tion rates. This word came WednpsHnv frnm Manly Fleischmann, defense pro duction administrator who said al so tnat in this quarter: Construction of new houses is to be curtailed from the present an nual rate of 850,000 to a rate of bbu.ooo a year. Automobile production is to be reduced at least seven per cent below the present rate. The DPA allowed the manufacturers only enough copper and aluminum to produce 800,000 cars and only enough steel to produce 900,000 in the quarter. May Stretch The makers were authorized to stretch these' materials, if possible, to make 930,000 in the second quar ter. Fleischmann testified before the Senate-House "watchdog" commit tee studying the defense mobiliza tion programs. It is headed by Sen. Maybank (D.-S.C), who said the group wants to make sure that the mobilization agencies are earmark ing for civilian production as much steel and other scarce materials as possible. Fleischmann said enough allot ments would be made to support present school and hospital build ing projects and to start construc tion of some new buildings. The number of new railroad cars to be produced will be reduced about 14 per cent, he testified. He said there would be some increase in shipbuilding but that only the most important new highways could be built. Pay Increase Looms For Armed Forces WASHINGTON Wl - The House unanimously agreed Wednesday to consider a 10 per cent pay increase for the Armed forces at next Tues day's session. The fact that no one objected to taking up the bill indicates it will be passed. The bill provides for a 10 per cent cost of living increase in basic fiay, subsistence and quarters al owances for those on active serv ice and the same boost for all re ceiving retirement pay. It would become effective on the first of the month following enactment. Estimates are that the pay boost would cost 832 million dollars a year.
