W) Canadian!' fondnen or "smugs" is turning thla bleak border re gion into the land of the last buck. "Smugs" are smuggled Ameri can cigarets. They sell for about 30 cents a pack in Canada, against 50 for the heavily taxed Canadian smokes. The popularity with the puffing public reached high into govern ment. One member of Parliament, Leon Balcer of Three Rivers, Que., aays seven of 10 members smoke smugs. Growing numbers of smugglers risk heavy penalties to spirit them across the border. Their forays are the modern echo of bootleggers' trucks that roared southward through this countryside during prohibition days. The border runners use count less side roads and remote trails. The woods are handy for caching large supplies of cigarets. On both aides of the border, authorities are tightening their lines against the illegal traffic. The Royal Canadian mounted po lice have strengthened patrols and American customs men and po lice are cooperating with them. But millions of cigarets get through. UP) Un known gunmen have tried again to snuff out the life of Tom Raney, United Mine Workera official di recting an organizing campaign in Leslie and Clay counties. Raney, UMW International rep resentative, said he and two other organizers were fired upon from ambush Thursday night near VYooton, In Leslie county. Five bullets struck their car but Raney, T. N. Fleming of Jenkins and Bill Perkins of Hazard es caped injury. Raney said the shooting started when he stopped the car to look for another auto that had been trailing them. Machine-gun slugs fired from a passing car last Oct. 6 ripped into Raney'a vehicle shortly after he and another man stepped out to enter a grocery at Stinnett In Leslie county. The gunmen never were found. After the Oct. 6 attempt on Ran ey's life, UMW Leader John L. Lewis asked Gov.
