Slowing Of Bonus Applications Cuts Employees' Staff Although fewer than half the veterans eligible for the Oregon bonus have applied, applications are being filed at the rate of only about TOO a day and the depart ment of veterans' affairs has com menced reducing the size of its bonus staff, Director William F. Gaarenstroom reported. Bv Nov. 18, in seven weeks of operation, 47,196 veterans or their next of kin had applied for the bonus payment. At one time there was a backlog of some 20,000 ap plications awaiting processing, but the department has reduced this to a current figure and veter ans who apply now may expect an acknowledgment card within ten days. Several bonus emnloves have been laid off due to the lag in ap plications, believed due to the fact that no money is presently avail able to make payments. This fact, however, makes It pos sible for the department to check applications more thoroughly, par ticularly those of navy veterans, whose discharges do not indicate the amount of sea duty they Had in World War II. Some 40,000 Oregon veterans served in the navy during the late war, and about 80 percent of these had some sea duty. All these ap plications are being checked against navy records in Garden City, N. Y., and Washington D. C. to verify the amount of sea duty reported by applicants. While the procedure is slow, the department expects to save a considerable sum of money in preventing over payments. Gaarestroom said the county clerks of Oregon "deserve a pat on the back" for the way they have provided veterans with certi fied copies of discharges to use in applying for the bonus. He also said the fact that the percentage of faulty and incomplete bonus ap plications is small, is due largely to the assistance given veterans and next of kin by county service officers and the veterans' organ izations. About ten percent of ap plications received must be re turned to the senders for correc tion. In other states paying bo nuses, the figure, ranged as high as 40 percent.
