Dispute Brews At Typos' Meet Over Finances ATLANTA - (ff) - As I fight shaped up over union funds in es tablishing new newspapers, the International Typographical union was asked to join in launching a national daily labor .newspaper. The Newarlc, N. J local intro duced a resolution asking ITU del egates to propose establishment of national labor daily newspaper at the American Federation of La bor convention in San Francisco. It asks that ITU delegates urge the AFL to "devise means and ways of launching a national daily labor newspaper which shall make available . . . the true facts con cerning organized labor and its fight for free Americans." The Newark resolution, charg ing the American press with en gaging "in the spread of anti-la bor propaganda on a gigantic scale." added that ITU 1 has dur ing the past few years launched several daily newspapers . . . with a considerable measure of suc cess.' But an Intra-unlon battle over establishment of those papers was indicated as a foe of President Woodruff Randolph lashed out at "Unitypo, the squandering of union funds and the failure ... to sub mit a detailed accounting." The charges came from Alfred J. Whittle, New York City, secre tary to Charles D. Tucker, oi in .1 . i i . ... i i i uianapuus, iieau ui uie uiueiKMiu ent party within the union. Ran dolph heads the progressive party, Whittle announced that the in dependent party had named a slate of candidates for the 1952 election. Randolph has said in the past that to give the membership a de tailed financial report would play into the hands of anti-union pub lishers. Unitypo is a corporation set up by the ITU to publish newspapers. To compete with non-union pub lishers, it now puts out nine. Strikes Not Won Continuing his attack. Whittle noted that mere were now some 57 strikes in progress involving the ITU. "We've settled some, but we can't claim that any ' have been won." The party secretary complained that two newspapers set up by Unitypo had been sold after the union suffered financial losses. He said he did not know how much was lost on the papers. "The trade paper, Editor and Publisher the Bible of the pub lishers is better informed on now the money is being spent than the average member of the ITU," Whittle charged. Randolph's only comment on the charges was that Whittle was "wholly Inaccurate and totally un informed." Law Ain.ndmtnt Okayed Among amendments adopted by the delegates was one of the gen eral law providing: "No going arbitration agreement OUT OUR WAY I ll.WA,Ty5S' ) NO. , NOTICE YVEH.TH' BULL ill I II 1 FEEL A V VOW I HOW HIS I SHOULPOF PllllllllWIIllfli ll PAPER DOWM WAIT- I PANTS SAIR 'CALL IffM-H "' IN TH' LrK)IM5 CALL, V JUMPEP BACKTOAAOR- Ut OF MV VEST-- ) BACK.' The measure was approved with out debate after a favorable re port by the committee on laws. The next convention will be held in Cincinnati, Ohio. C. C. Sparkman, president of a Detroit local, will be the anti-Randolph candidate for president in the election, which is conducted by mail. Apprentice Law Ptvlstd The convention approved a pro posal by its committee on laws dealing with apprentices. Under ITU by-laws, apprentices to jour neymen printers may not be in creased by hiring new apprentices to replace those called into mil itary service. The change author izes local unions to permit new ap prentices to replace those in mil itary service temporarily if the Mr MR MEMORrS GARDEN . The convention voted down an amendment to the ITU constitution under which members on vacation without pay for a period not ex ceeding three months in any year would be exempt from pension and mortuary assessments during the vacation period. M. -OP) An injured youth was rescued from the rocky slopes of the highest mountain In Texas Sunday night after he painfully crawled three miles from a ledge where he was marooned. John Eoff, 19, of Balllnger, Tex.. was crippled by cactus spines in a fall on towering Guadalupe peak. A ' companion, Jim Erwin, 18, also of Balllnger, made the five- hour descent to alert rescue par ties. "They both ought to be spanked," said Sheriff Bill High of Eddy county. New Mexico. "They had no business on t h e mountain if they couldn't take care of themselves." Eoff spent 16 hours without food or water on the ledge, about 8,000 feet up the mountain. But when border Patrolman Jim Tice found him, ha still had enough energy to want to crawl back up to recover a billfold con taining four dollars. Tice re strained him and seconded the sheriff's notion for a spanking. Eoff is a sophomore at Abilene Christian college. Erwin is a stu dent at Trinity university In San Antonio.
