However, on the con struction progress schedule issued by the contractors they expect to have the work completed and buildings ready for occupancy by March 1, 1952, the report states. Land has been purchased at Rid dle for building eight units of pub lic housing in that town. The ar chitect's schedule calls for adver tising for bids on Sept. 19, with 21 days for bidding. The construction of eight units at Oakland was also planned to start this fall, but because of fail ure to procure satisfactory title to the proposed site, the acquisition of other property is now being ar ranged. . ' ' Repeated negotiations have failed to result in the purchase of a satisfactory lite at Reeds port, where IS units of public hous ing have been authorized. The 100 units of war housing at Sutherlin are still being operated by the authority, as are the 40 units at Myrtle Creek. Because of the war emergency declared L by President Truman, no change '-In the status of these units is yet in sight, Scofield's report says. Scofield said that the individual cost of operating the war emer gency houses at Sutherlin and Myr tle Creek has been approximately $20.50, with water, light and gar bage service provided. For the new low rent housing project at Rose burg, it is expected that the av erage cost of operation will be $38.50, but this will include fur nishing of space heat in addition to other services, and three per cent retirement, on the bond. Howard, in an order made public Saturday, directed that after Sept. 1 no Catholic wed dings be solemnized on Sunday in the archdiocese of Portland. "A sense of the fitness of things," his order to parish priests said, "suggests that no social function, such as that which ordinarily takes Elace after a marriage, should be eld on a Sunday or holy day of obligation." Catholics shoulu be married at nuptial mass in their parish church, he said, and a nuptial mass is lmpossble on Sunday - morn ing. Moreover a Sunday ' marriage interferes to some extent with re Oigious services, in the average 5 parish, his order said, and hence is to be avoided. Harding, owner of the Ho tel Umpqua, described what he called a "very enjoyable" trip which he recently made to the Ha waiian islands, Thursday noon at the Rotary club luncheon in the hotel. The boat trip aboard the liner Lurline was one of the most inter esting parts of the trip, he said. He called the Islands s "melting pot of nationalities," but they had "really learned" how io get along with each other, he noted. Hardiqg showed a portion of the many color pictures - which he snapped during his lengthy stay. The brilliantly colored, p 1 c turesque photographs were well received by Rotarians. Traffic in the city of Honolulu is handled "very well," said Hard ing, with fatalities held to a low figure. It is a prosperous city, he added. Sugar is the leading industry in the islands, he stated, with pine apple and the tourist trade rating second and third in importance. More than 25,000 persons are em ployed there the year-'round in the sugar industry, which last year sold more than a million tons. About 95 percent of the raw sugar is refined in California, he said. . More than 100.000 tourists vis ited the islands last year, Harding noted. Stock Auction Boosted Harding also commented on the auction in which 4-H and FFA youngsters will . offer their stock for sale on Saturday, the final day of the Douglas county fair. He agreed with Kenneth Ford, who mentioned the matter previ ously, that civic - minded indi viduals and firms should see to it that the youths receive an addi tional reward to supplement the mere market prices usually re ceived for their stock in the auc tion. A boy who last year received a calf donated by the holel wanted to arrange a direct sale to him, said Harding, because some youths involved in last year's auc tion actually suffered losses in us ing that method. Earlier, Ford declared that if we really want to help the young sters in their stock raising, citi zens of the community should make sure that prices are boosted enough over market prices to as sure the youths of some reward for their labors. Swim Challenge Issued Gordon Carlson, representing the Junior chamber of commerce, directed a challenge from that or ganization to the Rotary club te produce a swimming relay team of four men to race the JCs in the water carnival this weekend. He presented Earl Decker, at tired in a striking green suit re sembling long underwear and wearing flippers and goggles, who was identified as the JC anchor man for the relay. The Kiwanis and Lions clubs have also been challenged, he said. After recalling past glories in athletic competition with city serv ice clubs, Rotarians formed a four man squad to carry the club's col ors into the pool.. Labor Council Urges Bond Sale Speed Up PORTLAND UP) The Port land central labor council says it will ask the Oregon state board of control to speed up the sale of bonds to finance the World War Two veterans' bonus. L. C. Swafford, council delegate, called for immediate call for bids. He said the bonds could hav bn offrd for sal Aug. 3.
