Nebraska Republican Leader Passes Away SCOTTSBLUFF, Neb. UP) A. T. "Bert" Howard, 58, promi nent Nebraska Republican, died here today of a heart ailment. A former Nebraska UOH state chairman, he was considered one of the three top candidates for the Republican national chairman ship when Hugh Scott resigned in August, 1949. Howard was chairman of the midwest Republican state chair men's association from 1947 to 1949 and in the 1948 campaign, man aged the western headquarters of the Republican national committee in Chicago.
