Neuberger, also a Portland Democrat, said I'ortl.md has the highest milk prices in the west because milk control guarantees too high prices to producers. Portland Bank Robber Quickly Captured By Cop PORTLAND UF) A lone gunman demanded an even $2000 from a teller at the West Slope Commercial bank Tuesday, and was forced to a halt by a police car minutes aftnr getting it. He gave the name Joe Ralph Carter, 26, and said he had bor rowed the car in which he was captured from his brother-in law. It was a quick memorising job hy a retired Portland policemen, John Boscovich, which led to tho capture. He saw a man run from the bank and jump into the car. The car's license plate was on up side down and that prompted him ' to take a good look and memorize it and nolo the type of car, he said. About three and a half miles west of Beaverton, Weigel over look the car and forced it to halt at the side of the road.
