W4., March 14, T951 Th News.Revlew, Roieburg, Or. 3 been almost 2,000 border incidents between Yugoslavia and her east ern neighbors Romania, Bul garia and Hungary. Albania is charged with other incidents. All this has inspired speculation whether war really is in the oil ing, and if so when it might break. Recent guesses have pointed t o the coming spring as the fateful time but no concrete evidence has been produced. The position of course is explo sive. Moreover a Balkan war al most inevitably would spread into another world conflict. A redeem in feature is that Russia doesn't want this now and so may be ex pected to use a restraining hand. And it can be repeated that there is really nothing ' fresh to add to the existing anxiety. Yugoslavia Reiterates That 0 Russian Intentions Hostile . By DEWITT MacKENZIE AP Foreign Affairs Analyst 1 ugoslav's formal charges the past weekend that Rus sia is preparing the satellites to overthrow Marshal Tito's government are important but not new. The official Yugoslav White Paper issued on the sub s' ject is, of course, a grave 'document. It's about the most two-fisted document leveled at Russia since Tito was read out of the Bolshevist fold bv the Cominform. nowever, it is reviewing and bringing up to date a situalioi. with which we have been conversant for some time, and it is well that wu shoild understand we aren't faced with a fresh and unexpected crisis. Yugoslav Foreign Minister Ed vard Kardelj of Yugoslavia as far back as 1949 made a long speech before the United Nations assem- bly outlining this explosive situa tion. That was for the information of the peace organization, and Yugoslavia didn't ask for any ac tion. A further report was made to the U, N. assembly the following year. Issued As Warning Likewise now, I take it that the new White Paper is largely for the information of the western powers and the United Nations. Possibly the Belgrade government also feels that by thus spotlighting the situation it may slow down the anti-Yugoslav activities of the neighboring Balkan satellites. Naturally the United Nations has been watching this situation care fully as being potentially explo sive. Thus far there has seemed to be no occasion for intervention. The break between Moscow and Marshal Tito came in '48, nearly . three years ago. It was caused by his rejection of the Bolshevist tenet that Communist nations must sur render their sovereignty to Mos cow. Builds Own Ism Tito didn't reject communism aUogether, however. He built him sell a new ism along nationalistic f lines. This has become known as Tiloism and has spread to the Com munist parties of numerous coun tries, including the satellites. This appeal of Tibousm for many Communist parties has re sulted in the recent widespread and drastic purges. Moscow has been carrying these out in all the satellites and has ordered the large Communist parties in Franct and Italy to clean house. There have been heavy cuts in doubtful membership. Meantime Moscow has been har assing Yugoslavia through the neighboring satellites. The latest While Paper reiterates that Rus sia has been applyin "direct mil itary pressure" against Yugoslavia and has been supplying the Soviet satellites with arms and troops for the overthrow of Tito's govern ment. Incidants Numerous The White Paper declares that In the past three years there have In-Law Of Stalin Reported Dead MOSCOW (TP) The medical admiaistralion of the Kremlin an nounced Monday "with deep sor rew" the death of Olga Evgen yevna Alliluyeva. Olga Alliluyeva apparently is a member of Stalin's own household and likely is his sister-in-law. Stalin's second wife was Na dezhda (Nadya) Alliluyeva, whom he married sometime during the Civil war which followed the revo lution, possibly in 1919. She is be lieved to have committed suicide in 1932 after a spat with Stalin in the presence of hi-!h members of his Politburo. Her death so jolted Stalin that he was on the point of resigning from the Com munist party leadership, but V. M Molotov is said to have persuaded him to stay on. Stalin's first wife was Ekaterina Svandcdze, who died during the revolution. They had one son, Jacob. Alliluyeva was the mother of two of Stalin's children: Vassily, now a lieutenant-general, and Svel lana, his daughter and constant companion. Nadczluta was the daughter of an old revolutionary named Alii luyev who once was a close friend of Lenin 'and it was through his as sociation with Lenin that Stalin met his second wife. Another daughter of the old Bolshevik, S. A. Alliluyeva, published a book about Stalin in 1946, under the tille "Reminiscences." A year later it was harshly denounced i n Pravda as being full of error, and apparently since has been with drawn from circulation. Burn Treatment Plan Simplified j LOS ANGELES (TP) T h e ; army has decided that this simple, two-phase program is the most practical method of handling ther mal burns in the event of an atomic attack: (1) For second degree or lesser ; burns covering no more than 20 percent of the body surface, no immediate professional attention at : all. (2) For burns over more than 20 percent of the body surface, the ; pressure treatment.
