14 Tht Niwt-Rtvlew, Roseburg, Or.Wd., March 14, 1 951 Tibetans Resist Chinese Attempts To Take Control NEW DELHI, India (P) The reluctance o Tibetan to surrender management of their own defene and foreign affairt to the Chinese Reds ii delaying a "peace settle ment," according to reliable but unofficial reports reaching here Monday. These reports said Tibetan lead ers meeting with the Dalai Lama at Yatung, Tibet's provisional cap ital, are studying a Chinese peace offer based on three conditions: 1. That -the Chinese take over complete control of mountainous Tibet's defenses. 2. That the Tibet foreign office be abolished and all foreign af fairs be controlled by the Chinese. 3. That the Chinese recognize Ti- betan autonomy and freedom of religious activity under the Dalai Lama, "within the framework of the Chinese People'! republic." : Pro-Reds Dominate Last October Chinese Communist troops invaded Tibet, which had been ruled for centuries by cliques ; of Buddhist monks, and quickly overwhelmed what little opposition there was. The country has been under Chinese domination before, notaly from the 11th century under the Msnchu dynasty to the time of the Chinese revolution in 1912. Reports from Yatung said pro Communist Tibetans appear to be dominating the current conference, but there is fierce opposition by a small group of leaders who insist there is still a chance for national survival and are delaying accep tance of the Chinese terms. i The ruler, the youthful Dalai Lama, has therefore found it nec- i cessary, according to these reports, to send negotiators to Peiping to attempt to persuade Mao-Tze-tung, tht Chinese boss, to soften the terms. There seems to be little hope that tht "peace council" at Yatung will be able to do anything but accept whatever terms 1'eiping is willing to offer. In the event of a refusal, ! China probably would de-throne the Dalai Lama and replace him with the Communist-controlled Panchen Lama, who was reared in China as the world's No. 2 Buddhist. New Measures Taken Against Singapore Reds SINGAPORE UP) The Bri tish announced new measures Sun day in their campaign against Com munist terrorists plaguing this great Asian port and its hinterland rich with tin and rubber. Police were ordered to shoot on fight Red arsonists who have been setting fire to taxicans, buses and buildings. A series of "anti-Communist" drills also were launched in the Eublio schools, where young Reds ave been raiding to rob students of their identity cards. Older boys in the schools were armed with rubber clubs. Younger students were instructed to throw anything at hand at the invaders. The government also announced I it had leased an isolated island off i the cost of Norlh Borneo to which I "hopeless" Communists will b e i sent. Soma 13,000 suspected Reds j already are in Malayan detention camps. After interviews, they are j to bo classilied as "black," "gray" or "white," depending on the de gree of Communist indoctrina tion. The blacks will go to the new ' detention island or to a camp at Ipoh. The grays will be sent to a camp at Taiping, in North Malaya for rehabilitation and eventual re lease if they recant. The whites firobahly will be released almost mmediately.
