Campaign expense statements would have In be filed twice within seven to 10 days before an election, and the second within 10 days after election. These state ments now have to be filed only within 1.1 days after an election. Neuberger said his bill also would make il possible to deter mine the total cost of each ranlli datt's campaign. This now is im possible because of duplicate fil ings of expense statements. Fishing areas for youngsters un der 14 years old would be provided hy a bill introduced by the Senate Game commission. 'Blue Sky1 Law Violation Found EUGENE - R. A. Blan chard and George P. Simons, both of Portlsnd, were declared guilty Thursday of violating Oregon "hlue sky" laws governing the sale of securities. In an opinion, Circuit Judge Wil liam G, East said the men had. Without a license, sold securities v in a general offering lo the public. This upset a defense contention that some $200,000 raised in Lane county and elsewhere in Oregon and Washington to finance oil-well development in Montana and Wyo ming was a subscription of rani'inl by members of a joint venture. 1 .luVJge East noted that, although both defense and state witnesses testified to a plsn to form a volun ary organisation conforming in tha securities laws, the defend ant "at no time did so." Th Portland men were charged With selling the securities locally during the summer of 1947. Draftee Having Civilian Debts Offered Advice By JAMES MARLOW WASHINGTON tP) What about your civilian debts if you're called into military service? With your military pay much less than your civilian Income, you may find you can't meet the debts you undertook when you were a civilian. You may have a lease on your home, or a mortage, or you were buying; something on lime, or pay ing on life insurance, or you owe taxea. And is your family thrown out because you no longer can afford the rent you used to pay; There's only one single answer to all this: your civilian debts are not just automatically wiped out because you ve gone into uniform. Under law whether you're called in as a national guarirSman reservist or draftee you get some relief or protection on dents. What you get depends on your particular case and your kind of debt: You may have to pay off in full while you're in the service, if it's found you can afford to: or you may have to pay only part of your debt while in service: or you may not have to pay until you re dis charged. One man going into service may reach a satisfactory arrangement with his creditor, whether it's an individual or a department store The rase of another may have .0 be solved by a judge when the creditor gues to court to get satis faction on his debt. Hew Te Obtain Advice This is the best single bit of ad vice for you if you're going into the service and know you can't take care of your debts: Get some legal advice. You can do it this way: 1. Before going inlo service con suit an attornev. if you can afford one of your own, or seek advice of the Red Cross, a veterans or ganization or the local bar associ ation. 2. If you're already in service tonsult the legal assistance nuicer of your outfit. There's supposed to be one in every camp and on every ship. If there's none in your outfit, start the ball rolling by con sulting your commanding officer. Income Tax Procedure The following explanation I i n this story and the one which fol lowscomes from government ex perts In the field: Federal income lax If you're called to service you don't have to pay that civilian in come Iffx until six months after leaving the service. But you must notify your internal revenue collector that you are in the service and want payment de layed until you're discharged. Slate income tax The rule on what a servicemsn must do about his slate income tax varies from slate lo state. So. on this, check with your stale collec tor. -Slale property taxes ami assess ments If you can't pay them because you're in service, notify your state or county tax collector. He can't sell your property for taxes owed unless he goes to court and gets an order from a judge permitiing him to sell il. If the lax collector takes your case to court the judge can: 1. Postpone sale of your prop erlyfor taxes owed for any length of lime up lo six months after you get otil of service. 2. Tell the collector to go ahead and sell the property but and this is an important but if the judge lets this happen, then: You ran get it hack after leaving the service hy then paying up the taxes owed, provided you do it within six months after lesving the service.
