Ol iver, chairman of the school em ployes' salary eo-ordinating com mittee, estimated. Supt. Paul A. Rchmus said that estimate was about right. Although the district doesn't have enough money to pay the in crease, Oliver told the board the teachers want the increase ap proved anyway. If that isn't done, he said, teachers' pay might be caught in a federal wage freeze. If the board approved the in crease, the voters would have to O.K. a special tax levy to make it effective. Under terms of a Moscow treaty, Rissia and Red China have pledged joint military action against aggression by Japan or any power allied with Japan.
