Assured of sufficient votes to be elected to the speakership, Steelhammer recently invited members of the corning Resimi to meet with him in Portland. Fifty of the sixty members attended. Following that meeting he announced that members of the committee on ways Hnd means willbe railed U'getheV at Salem a week ahead of the regular session to start work on the tough financial problem facing the legisla ture. . This announcement is early evidence of the wise choice made by voters at the last election placing legisla tors on an annual salary. Had members remained pn a per diem basis, they could not. afford "overtime" work. I'nder the new arrangement, there is no good-reason why several of the more important" committees should not work in advance of the session. Problems of ways and means, taxation and assessment, schools, fish, game, high-"! ways, etc., could be assembled. Fre from the confusion attending full legislative sessions, they could quietly work out tentative programs. Members know well in advance, the major issues to be brought before them. These could be tackier! in single-purpose committee meetings at which major difficulties could be settled and tentative outlines prepared. Kills could be- drawn, subject to later amendment. Work Don By Committees While the entire legislative body must act upon pas sage of any piece of legislation, the principal work is done by committees. As bills are introduced they are assigned to appropri ate committees for study. Issues are fought out in com mittee sessions. I heartily agree with some of your views. However, I emphatically disagree with other views. For instance, I agree wholeheartedly wi'h your viws on prejudice taxes. I am prejudiced against cigarets How ever, 1 have never voted to tax a smoker because it is. in my opin ion, a class tax. The social se curity law, in my opinion, is class legislation, also the unemployment act, as they only cover a part of the people for benefits and we all share in their expense, which is some more of the hidden tax. 1 dislike being taxed to raie ' money to pay pensions lo the wealthy. However, the federal gov ernment, the state and counly au thorities pass such laws, which seem lo me are class legislation 1 In fact, 1 think a great many of our laws are class legislation. The legislators two years ago ig nored the people's demand for an old age pension and their wish to have Ihe expenses of the wellare commission trimmed. So why should they siand for the cigaret tax, which is class legislation? However, they are probably prej- : udiced, too, and they may pass a sales tax, which you are working for, that has been voted down by the people many times. Why do so many rich people contribute large simis oi money in order to tax people who are i least able to pay heavy taxes? The cost of administration would be enormous. If 1 remember neht, you made the statement a few months ago lhat the people who lived in trailer houses paid no taxes. That is a mistake. 1 paid a 10 percent, tax on my trailer house last year. I have my son in law's tax statement in tiont of me which shows that his tax on his house trailer this year is eight percent ($8 on $100 value). Please correct your statement in your paper.
