Dillard Hard Hit By Recent Flood By ROSA HEINBACH The South Umpqua river has eally out-done itself this time ' Old timers" in the Dillard area sav the damage from the flood was far worse than that of the flood of 1927. I.. W. Andrus, Stanford Buell and Clif Aton suffered a great loss when their nearly completed saw mill was turned into a mass of wreckage and debris by the flood. The mill pond now spreads over the alfalfa field of old timer Mil' Norris and the summer melon and tomato fields of the De Coon ranch. It was with a helpless feeling thai the isolated residents of the west side looked out over the rag ing torrents of the overflowing river and knew they could do little to help their more unfortunate neighbors in the flooded area. Many. of the people in the low land area were evacuated to higher ground on the east hillside of Dil lard. The few families on Kent creek were Isolated as the roads from both Brockway and Dillard were flooded. Tha only telephone on the west side of the river was at the corner place and it was a popular spot on Sunday as many of the residents called the "folks back home'' to tell them they were all right. Monday morning the waters of the South Umpqua receded. Kvery one of the Dillard area surveyed the damage brought by the flood. Mud damase in the homes was terrible. ' Douglas county was well repre sented in the State Fair, Ander ' son reported, with six 4-H'ers from ' this area judged champions in their : class, A girl from Myrtle Creek i was judged the healthiest girl in the state while a boy from Gardner ! was runner-up in health compe-i tit ion. ! I Achievement days are very im-' port ant in 4-H club work, Ander-1 I ?on explained, since these days' (give the children annopportunity ) ; to see what others are accomplish-1 ing. Projects are exhibited and the j outstanding ones are selected to! send on to the county fair. j Exhibits of higher quality are ! I again sent on from the county fair i to the state fair and from the latter to the Pacific International exposition, if qualified. On the problem side of the ledger, Anderson sated, a spon sor is urgently needed to oversee and assume responsibility for the auction at the county fair for 4-H and FKA animals. Program's Origin Told The 4-H program had its origin in 1914, Anderson explained, when congress passed the Smith-Lever enabling act which laid the groundwork for the extension ser vice. This act made available to land grant colleges the extension ser vice, together with experiment stations to conduct research. Intended for the adult farmer, the program became enlarged when it was found that the farm program was also concerned with the farm home and with rural youth. Whereupon, the home econ omics and 4-H programs were set up. It was up to the county court to request extension service, in which case the county appropri ation would he matched by the state and the federal government would match these combined sums.
