The two districts are on oppo site sides of San Fancisco bay. Democrats outnumber Republicans in each bailiwick. Yet: - In San Francisco's rich-poor 4th. Democratic Ren, Franck Haven- ner, who won by only 4.92 votes in 1048. almost licked his 19.V) Re publican opponent, Raymond D. ' Smith. .at the primay. I And in Alameda county's 7th equally rich-poor where 4.216 votes decided the race two years ago. Republican Rep. John J. Al len Jr. goes into the November election with a 33.182-vote primary election bulge over a hustling Dem ocrat, Lyle E. Cook. Smith is a political unknown, but he's energetic. He staged a one man campaign last year against city purchase of San Francisco Cable Car company. Havenner Great en Chores llavenner has been in and out of San Kancico politics so many of his 68 years that he can gel the political backing of both industrial ists and labor unions. A onetime city hall reporter, he's great on writing constituents and doing Washington chores for them. He was stumped not long ago, tl.ough. Some San Franciscans wanted him to collect property damage claims from the govern mentfor the 1906 earthquake and fire. Over In the 7th district 41-year-old Cook, lawyer and ex-tax col lector, is working energetically to cut Allen's primary lead. He has set out on an ambitious doorbell campaign to tell the vot ers his opponent has "just about as negative a record as any con gressman could have." Allen quiet as Cook is dynamic is a hometown Oakland boy from a prominent family. In Washing ton he plugs for a break for west coast shipbuilding. Allen was an apprentice teanran in war No. 1 and a lieutenant commander in the South Pacific in No. 2.
