July 19 (.TV ine House Monday killed i pro posal to abolish the electoral col lege and to revatnD the machinery by, which the nation has named Its presidents for 150 years. The resolution only got 134 favor able voles on roll call to 210 against not even a majority. It would have needed a two-thirds vote for adoption. The House gave it 98 votes less than that. It turned down a senate-Dassed resolution that would have tub- muted to the states a constitut ional amendment doing away with the electoral college system and suostiiuung one based on propor tionate division of the pooular vote The proposed change, requiring ratification by 36 states, would have divided each state's electoral vote in direct proportion ' to the popular vote received by the op posing candidate. ' House Republican leader Martin of Massachuttes essailed the pro posal as a "political Pandora's box." Instead of simplifying the elec tion system, Martin contended, the change would encourage splinter parties, give the deep south a bal ance of power in presidential el ections, and "could lead to the loss of our two-party system of government." Cs" SAiuS JULIUS J y r. 7y Negative Vote Keeps Malheur County In Red VALE, Ore., July 19 m Malheur county officials today sought a solution to their financial troubles after voters soundly de feated two special tax measures in Friday's election. Nearly complete returns showed a vote of 1534 against 868 for a measure to provide $67,000 above the six per cent limitation for gen eral county services. The vote was even larger against a $20,000 county courthouse sinking fund. The count: ma no, 4 yes The margin of defeat was bigger than it was in the May primary when the voters first rejected the measures.
