Soturdoy, July 1, HSO Extended Draft Act 'Musts,1 Exemptions And Deferments Listed In Complete Detail By JAMES MARLOW Washington P This it an ABC on the new draft act the select ive lervice act which Congress okayed and which President Truman will sign into law. It will remain law until July 9, 19S1. It is the same draft law which has been in effect since 1948, except for a couple of changes, only one of which need be mentioned here. The new law means: 1. Every youth must register with his local draft board, or a nlace designated by it, within five days after reaching his 18th birth day. But he can't be drafted until he's 19. 2.. Every youth between 19 and 26 and all between those ages must be registered can be draft ed into the armed forces for 21 months' service, unless deferred nr exempted for one reason or an other. Actually, although this draft law has been on the books since 1948, no one has been drafted in the past 18 months. Why? Because enough youths have voluntarily en listed to make drafting others un necessary. Enlistments are running about 34,000 a month. Some will be exempted from the draft because they are: 1. Aliens who have not declar ed themselves interested in becom ing citizens. 4. State governors or others elect ed by the people of an entire state; members of Congress and state le gislatures; state and federal jud ges. 5. Sole surviving sons of fam ilies which lust one or nice mem bers due to service in the armed forces. 6. Conscientious objectors who say, because of their religious be liefs, they can't perform any kind of military service, combat or non combat. They will have to prove this to the draft board's satisfac tion. 7. Youths now in the armed for ces. Since they're already in mili tary service, they can't very well be drafted for military service. 8. War veterans who served in the armed forces at least 90 days between Dec. 7, 1941 and Sept. 12, 1945. 9. Service veterans who served 12 months between Sept. 16, 1940 and June 24, 1948, when this draft law first went into effect. Dtfermtnt Reasons Listed In addition, anyone reaching 26 is exempt from the draft since only those under 26 can be drafted un der the law. There are other youths who can get deferment from induction into the armed forces for various rea sons. (Under the law an exempt per son can't be drafted. But a defer red person is one who is kept out of the draft only for the period of such deferment.) Deferments 1. Conscientious objectors whose conscience won't let them fight al though they're willing to do non combat duty in the armed forces. 2. Youths who are in important farm work or some occupation considered necessary to the nationa health, safety or interest and can't be reo accrt. 3. Youths living with a wife and child; or youths whose drafting would mean a real hardship for someone dependent upon them. 4. Members of a reserve outfit, like the national guard or the of ficers' reserve. But and this was the only important change made by the new law the Pre sident can call them into active service anytime he thinks they're needed. AIro, to get deferment be cause you're in the national guard, you must have been in it since before June 24, 1948. W. Ray as they sought to question him in connection with the shooting of a man tentatively iden tified as John McDonald in the alley behind the hotel. Witnesses to the earlier shooting said Butler shot McDonald when he found him looking at the wagon, a new one which Butler had pur chased to take the place of one which had been stolen from him. Hill and Ray said they broke in the door when Butler refused to open it and found him holding a gun. "It was either fire first or wait to be shot," another officer ex plained. Each such case will be judged on its merits. A student just beginning ROTC training couldn't escape the draft simply by being in ROTC. What of a youth who wants to fin ish his schooling? The boards will defer a youth in high school or college urftil he has completed a year of school in the year in which he otherwise would have been drafted. This is not really a defer ment but only a postponement. Anyone disliking a board's deci sion can appeal to the appeal board in his state. If turned down there. he can appeal to a three-man final appeal board appointed by the President.
