the City of Roseburg. Oregon, held on
June 5, 1950, the following resolution
was adopted:
RESOLVED, that the Common Council
of the City 6f Roseburg, Oregon
, deems It expedient and necessary to
, improve all that portion of South
. Kane Street In said City tying within
' ' i Hawthorne Terrace and to construct
, a sewer Una thereon In the following
' i manner:
' First: By grading said street to
; street level, making all necessary cuts
and fills.
Second! By paving the same to a
with of 36 feet with asphaltic con
crete pavement and by construction
' of necessary curbing.
Third: By constructing 2563 square
feet of concrete sidewalk.
Fourth: By excavating trenches to
proper subgrades in which to install
sewer pipe; laying and Installing ap
proximately 250 lineal feet of six
inch sewer pipe and 1030 lineal feet
: of eight inch sewer pipe; Installing
necessary manholes: and making nec-
K essary back-fills. I
Said Improvements are to be made !
in accordance with the charter and
ordinances of the City of Roseburg,
Oregon, and the grade, plans, speci
fications, and estimates of the City
Engineer filed in the office of the
City Recorder on the 5th day of
June, 1950, which said grade, plans,
specifications, and estimates, hereby
are approved and adopted.
The entire cost of said Improve
ments, including engineering, interest,
and all other expenses which the City
of Roseburg would not have Incurred
except for the making of said Im
provements shall be levied upon the
property especially benefited thereby,
as provided by the Charter of said
city and no part thereof shall be
paid by said city.
The -estimate of the City Engineer
of the probable detail cost of said Im
provements Is the sum of S18.280.80,

Army Builds Camera
For Greater Speeds
WASHINGTON UP) The Army
said Friday it has built a $500
camera out of "odds and ends"
which will take pictures at a 100,-OOO.OOO-per-second
clip.
An announcement said the cam
era, to be used for recording shock
and detonation waves in the study
of explosives, was designed by Mor
ton Sultanoff, a civilian worker at
the Aberdeen, Md., proving ground.
Besides helping in the development
of weapons, the new camera may
be used to study detonation knock
in internal combustion engines.

Cain's Filibuster
Prevents Action
On Rent Controls

grim tug-of-war over extending
federal rent controls threatened
the senate with a marathon session
today.
The determined delaying tactics
of Senator Cain (R-Wash) brought
a promise from Democratic lead
er Lucas of Illinois yesterday that
he will keep the senators on the job
until a voting agreement is
reached on a bill to continue rent
ceilings beyond the end of this
month,
That could mean a session last
ing until late tonight and even all
day Saturday.
Cain, a long-time opponent of
rent controls, told reporters he was
ready ana willing to speaK at
length today, tonight, Saturday and
even Monday.
His aim is to delay Senate ac
tion until the House has voted on
a similar control bill apparently
in the hope that the measure vill
have tougner going in the House.
Cain said some other senators-
he did not name them will rally
to his cause. Senator Saltonstall
commented yesterday that several
Republicans want to speak on tne
issue.
House leaders have agreed to
abandon earlier plans to consider
rent controls Monday. Instead the
house will wait until the Senate
has voted. The Senate and House
almost never debate the same bill
at the same time.
. Lucas, now busy with a re-elec
tion campaign, has made it clear
to the Senate that he regards the
continuance of rent controls as a
major political issue.
Senators who attended f closed
door Democratic caucus this week
quoted Lucas as saving he consul
ered the rent control issue one of
the most important of the session,
' With Republicans driving hard to
unseat seven Democratic senators
this year and gain control of the
Senate. Lucas apparently has con
vinced some reiuciant uemocrais
to vote with him
Chairman Mavbank (D-SC) of
the Senate banking committee told
"What Democratic Socialism
offers to America," he said, "is
a philosophy and a set of ideals,
a standard of ethics without which
our marvelous machinery ' will
never be operated for human
values."
President Truman's "fair deal'!
p.ogram, Thomas said, "offers
nope to the masses of people" but
is dangerous "not because he has
left the old capialtist moorings but
because he rejects the Socialist
compass to guide him."
The "Republican claim that the
big issue today is "Socialism ver
sus liberty" Thomas dismissed as
"ill-informed."
"Senator Taft's hatred of So
cialism never protected him from
being dubbed a. Socialist by real
estate interests " when he fought
for federal subsidy to bousing,"
Thomas declared.
He charged both parties had fail
ed to give any "bold, imaginative
leadership for world peace."
The Socialist leader saia Tru
man "heads a warfare rather than
welfare state." with a budget
that is "six to eigth per cent wel
fare and 75 per cent wariare.
Obiections Listed
These. Thomas said, are the
main objections to the adminis
tration program:
1 The President "delivers ef
fective- speeches on campaign
trips and accomplishes practical
ly nothing in Washington." .Here
Thomas placed a major share of
the blame on "the irresponsibil
ity of our political party system."
2 There is a "low standard of
administrative honor and compe
tence ... in Washington, New
York City and scores of other
cities and states under Democratic
administration."
3 Truman's specific welfare
proposals "are at least headed in,
the right direction" but are "un
coordinated." The program lacks
Lthe philosophy that "the supreme
loyalty oi our time must oe given
to the spirit of cooperation."
Turning to the question of So
cialist Great Britain; Thomas ridi
culed the argument that this coun
try's relative prosperity compared
to England proves that capital
ism is superior to Socialism.
"The thine that failed in Brit
ain and all of Europe was capt-
a reporter: "We have more than tallsm, not Socialism the same
enough votes to pass this if we get
a vote at a time when there are
not too many absentees."
Lucas said he is willing to delay
the vote until Monday or Tuesday
if he can get agreement on a def
inite time. With the objection of
a single senator enough to block an
agreement, Cain was unwilling to
say whether he would ever permit
a voting time to be set.
Both the Senate and House rent
measures would continue present
federal rent controls or six
months. Rent control areas could
get a nother six months of con
trols by asking for them.

Charged To Macklin
SAN ANTONIO, Tex. (TP) A
second Texas theater robbery was
choreed Friday against Hugh id
ward Burchfiel. 24. of Oklahoma
City, and Robert L. Macklin, 28,
one-time Roseburg, Ore., resident,
under arrest at hi raso.
Charces of robbery by assault in
connection with the May 14 holdup
of the Majestic theater here were
filed against the pair.
Thev are charged at El Paso with
armed robbery in the holdup of the
State theater last hunday nignt,
Burchfiel was arrested in the the
jilnr about two minutes after an
alarm was turned in. Officers said
hp had S1.43A in cash, Macklin was
arrested in a car parked in an al
