Autos Truman's Effort Power Of NLRB Counsel Denham Faces Tough Battle By JAMES MARL0W WASHINGTON IPV President Truman's plan No. 12 ii running into rough weather, This is one of 21 plans Mr. Truman sent to Congress several weeks ago for reorganiiing parts of the No. 12 would wipe out the powers of Robert N. Denham, general counsel ot the National Labor Relations board snd give them to the Large Audience En joys Annual Spri ing Concert About 600 persons picked the senior high school suditorium Thursday evening to hear the n nual spring concert of five bands from the Roseburg school system. The well performed program was divided into four parts. The intermediate and beginner bands of the Roseburg junior high school performed in the first part of the program. Th junior high school advanced band played seven melo dies in the second part, the junior band from Roseburg senior high school, played in the third part snd the high school's senior band performed in the fourth and finsl portion. The audience greatly enjoyed the "Three Blind Mice" number by three of the senior high ad vanced band. Janet Foster, Don Parr and Don Campbell put on dark glasses snd played ss blind men. Another highlight of the progrsm was the German band number. Ten members from the senior high school advanced band in German costumes played the novelty num ber, trombone Toboggan." Over 200 students participated in the band concert directed by E. G. Stiles and C. W. Moore. Bill Van Horn scted ss concert manager and Don Parr, student ticket man ager. Church Continues Evening Services The North Roseburg church lias announced a new series of services to begin this Sunday at 7:30 p.m. At (irst the Sunday evening ser vices were announced as lssting through the period of Lent. How ever, because of the favorable re sponse, it has been decided to con tinue the services permanently. The present series, beginning this Sunday night, will feature ser mons on the general tubject of "Men Who Met the Master." The first in this group o( biographical sermons to be delivered by the Kev. t. Clark KoDb. pastor of the North Roseburg church, will be entitled "Paul, s Blasphemer Who Met the Master." An additional feature of this Sun day's evening service will be Uie showing of colored slides taken om a recent trip through Glacier Na tional park. These pictures will be shown in the early part of the ser vice ss s bsckground for the scrip ture lesson and special music. The North Roseburg church, af filiated with the Evangelical United Brethren demonination, has- tot May 28, Pentecost Sunday, as the date for its official organization into a congregation. Under the Taft-Hartley act, if s union or employer wants to com Slain the other is unfair, Denham the man to go to. Under the powers given him by T - H, Denhsm alone decides plsint or throw it out. If he decided to throw Nit out, the board csn't do anything. If he thinks it's sll right, he prosecutes it before the board which then can judge. Since T-H was passed two years ago and Denham was given the general counsel's job, there's been s growing leud between mm and the board. Denham Bares Feud This wss a strange situstion. Denhsm and the board are both being paid to see thst unions and employer live up to T-H. Both are supposed to be fair and impartial. But Denham broke the feud wide open in a Jan. 13 speech accusing the board of being pro-labor. Everyone here wondered where tnis explosion would lead. It led right to plan No. 12 which Mr. Truman handed Congress o n March 13, two months lster. Under this plan Denham 's job general counsel would remain but his powers would be given to the board. That would finish off Den ham. Denham Strongly opposed the idea. So did the U.S. Chamber of Commerce snd the National As sociation of Manufacturers. So did Senstor Taft, Ohio Republican and one of the authors of T-H. He's leading the fight against plan No. 12. But, just as strongly, the chair, man of the board, Paul Heriog, was all for the plan. He said the present divided re sponsibility has caused friction within the NLRB and confusion among management and labor. (Taft said transferring Denham's powers to the board would make Hcrzog the "most powerful labor ciar" in America.) Labor unions also backed the plan, accusing Denham of being unfair to labor. This was a pretty kettle of fish or something. . Now the plan will become ef fective on May 24 unlesss t con stitutional majority of the House or Senate just one branch is enough vote against it. Big Three Will Reject Russia's . Trieste Demand WASHINGTON, April 22 (JP Diplomatic officials predicted the United Mates, Britain and r ranee will reject as unfounded Russian charges that they are turning Ad riatic port of Trieste into a military ba.se. The three western powers will confer on s reply, it wss said, and it is possible that a joint answer might be made when Secretary of state Acheson, British Foreign Minister Bevin and French Foreign Minister Schuman meet in London early next month. Russia charged in a note that the Italian peace treaty is wing vio lated by the continued presence of British and American troops in the strategic Trieste territory on the borders ol Italy and Yugoslavia. The treaty provided that the ter ritory would be set up ss a free tone under an independent gov ernor. No governor has been sgreed on between the eastern and west ern powers, however, and for this Uie west blames Kussia. Moreover, diplomats here said that until a governor had been named, the treaty provisions re quiring withdrawal of troops would not come into effect since they specify that withdrawal should oc cur within 90 days after a governor takes over. The United States, Britain snd Yugoslavia each have about 5,000 troops there. After failing to get Russia's ap proval to an acceptrble candidate for governor, the western allies discarded the Idea of an interna tional regime for the area and pro posed to give the territory to Italy. Yugoslavia protested the aecond plan. Last eek, In an effort to solve the long-standing problem, the western powers asked Italy and Yugoslavia to try to get together and work out an agreement. This is because, by the ancient law of Primogeniture, the oldest brother inherits the family's chief title and wenitn. Young Wichita Windsor let us call him that cannot, barring accident, become either King or Crime minister of Great Britain, e is condemned to a life of be ing a secondary figurehead, a rub ber stsmp in lifelong reserve. But just supposing that this sec ond child of Elizabeth should turn out to be one of the great polici es! geniuses of history. In the country of his birth he would have no avenue to exercise his astute ness except by creating a revolu tion and gral.bing top control. And violent revolution is no longer popular in England. With a name like Wichita Wind sor, however, he could emigrate to the United States and become a real power. Mind you. I'm not suggesting that he should. Well, in one way they would be less than those of a son of the most poverty- Air Bomb Charges Faced LOS ANGELES, April 22 7P) John H. Grant, accused of trying to put a time bomb aboard an air. liner, faces a possible life-term charge in addition to 16 counts of attempted murder. Dep. Dist. Atty. George Kemp ssid yesterday that the 34-year-old aircraft engineer "quite likely" will be charged Monday with the 16 counts carrying from one to 20 years plus a charge of violat ing the state health and safety code against taking explosives on a public conveyance which car ries a penalty of one year to life. Grant is held on suspicion of at tempted murder of his heavily in sured wife and two children. Thir teen others were aboard. REVERSES DECISION VICTORIA, B.C., April 22 MP The British Columbia court of appeals yesterday reversed s lower court decision in which Herman I.indcr, manager of a Cardston Alts., . rodeo show was found guilty of abusing a bucking horse at Vancouver last May. The ap peals court did not disclose its reasons for the reversal. Linder had been fined $100 on a charge that his use of spurs and a bucking strap on the outlaw horse, Rimrock, constituted abuse.
