$2 Billion Farm Funds Boost Asked Amendment To Price Supports Measure ly Magnuson Ktpt WASHINGTON. March SO -UP) A $2,000,000,000 increase in gov ernment funds (or firm price sup ports was recommended (or sec ond time to the Senate Wednesday by its agriculture committee. The House already has aDoi-oved the measure boosting funds (or the Commodity Credit corporation. The aenate committee approved House bill but tacked on an amendment concerned with foreign agricul tural imports. Senator Ellender (D-La) said the committee am this: 1. It voted down a so-called grain trade amendment by Sena tor Thye (R-Minn). This would have required the government to use private trade facilities in hand ling the millions of bushels of wheat, corn and other grains ac quired under the price support pro gram. 2. The 10 senators present voted unanimously to retain an amend ment by Senator Magnuson ID Wash), aimed at keeping out for. eign agricultural imports whenever they compete with domestic farm crops that are under price sup ports. Both the Thye and Magnuson amendments were contained in the first version of the bill reported to the Senate. The measure was sent back to the committee on re quest of Majority Leader Lacs (Dili) for reconsideration of the two amendments which- were op posed by the administration. Secretary o( Agriculture Bran nan objected to the Thye grain trade amendment which was strip ped from the bill. He said it could completely wreck the price prop program by adding to costs of handling millions of bushels of grains and impeding storage facili ties for farmers who need price supporting loans. The State department has been objecting vigorously to the Mag nuson amendment. Officials con tend it would interfere with the tariff cutting reciprocal trade agreements program. The Magnuson amendment would require that all future trade pacts and extension of those now in op eration include an "escape clause" to protect U.S. federal farm pro grams. Such a provision was added to another farm price support bill last year by the Senate, but it finally was killed in a Senate House conference on that mea sure. There has been much congres sional criticism of large imports of Canadian potatoes in recent years while this country was tak ing multimillion dollar losses on surplus Irish potatoes. Tooze of Portland, declared Tuesday, speaking before tne KoseDarg Kiwanis club. The bureaucracy thus created has been "vested with the power to adopt rules and regulations having all the force of law and no adequate judicial review has been provid ed." said Judge Toou, a candidate for state supreme court in the May primary. "Many of the departures (rem our basic principles of government, which have in many instances cur tailed our freedom and independ ence as free Americans, have been brought about upon the theory of a planned economy," be said. Today, more planned economy very much more ia in the offing. A "planned economy' haa a much nicer sound to the average Ameri can than the word 'socialism,' yet in truth they are the same. He said the extension and growth of bureaucracy was not a partisan question, adding: "Congress must accept the responsiblity ... No political party can be blamed for it, because congress is composed of both Democrats and Republi cans . . ." "Communists and their fellow travelers seek to control the thoughts of the church as a part of their program to bring about So cialism in the United States," Judge Tooze said. "The church is the greatest sta bilizing influence in the world today and must be left free," said Judge Tooze. "We must not permit to happen in this country what has happened to the churches in the shadow of the Iron Curtain." Judge Tooze attacked bigotry and intolerance as having no place in the American way of life, and de clared neither are there any second class citizens in America. He emphasized that "it is in the courts of justice that the standards of the euqality of man must be fireserved" and stressed that the aw must treat all men as equals regardless of race, color, creed or social standing. Judge Tooze was introduced by Dr. C. B. Wade. The judge's Ulk was recorded for broadcast re lease over KRNR at 1:45 p.m. Tuesday. Business of the meeting included the election of George Neuner Jr. as a director to replace Dale Simms, who has moved to Eugene. It was announced the Facitic Northwest Kiwanis district spring conference would be held at Pilot Butte inn in Betid April IT, starting at 10:30 a.m. Several local mem bers will attend. S. agricultural output had ex panded about 40 per cent in 10 years. "Yet for the last two or three years farm income has been de clining," the President said. - "We need to find ways to use our increasing abundance so as to yield a good income for farmers and at the same time result in a higher standard of living for all our people. "Scientific research is essential to the attainment of this result and I hope the chemurgista of this country will be steadily more and more successful in their attempts to put science to work in search for basic answers to these problems.'' 'No Contempt' Ruled , In Child Support Case SALEM, March '29. UP) The state supreme court ruled Tues day that Robert D. Matheny, Sil verton, shouldn't be held in con tempt of court for failure to pay for the support of his three chil dren. The high court, upholding circuit Judge George R. Duncan of Mar ion county, ruled that Matheny had not been able to pay the full $100 a month which the court had or dered him to pay in 1946. Downey, in 111 health, with drew from the race last night and immediately endorsed Boddy, pub lisher and editor-in-chief of the new-dealing Los Angeles Daily News. Said Rogers: "Caliiornia has lost, with Sheri dan Downey's retirement Irom the Senate, not only 12 yeara of im portant seniority but also a great liberal leader. However, in Man chester Boddy, the state of Cali fornia haa found a worthy succes sor. . . . For myself, 1 am enthusi astic about his candidacy " Boddy aaid he learned, only of Downey's decision yesterday with "deep regret," and added: "Although for many yeara I have steadfastly refused to enter politics I now feel that conditions both in the United States and abroad are such as to leave me no choice but to enter the campaign where Sen ator Downey, due to illness, has been forced to relinquish it." M'CcrttyV Lone Exception To Privilcro ly JAMES MARLOW WASHINCTON. March 30. (API Senator McCarthy, Wt consin Republican, has pinned the label "Communist" or "pro Communist" on a number of people. Some of them already have bitterly denied his accusations. And some have told of throats against their livot by entry people who believed McCarthy's charges. This question may nave occurred to you: "If McCarthy's charges turn out to be untrue, can't these accused people sure him for damages? Or can a member of Congress say any thing he pleases about anyone and get away with it?" McCarthy can't be sued for any thing he says about these people so long as be says it on the floor of Congress or before the subcommit tee investigating bis charges. That's because he's protected by a thing called "congressional im munity." Every member of Con gress is protected by that im munity. Which means: No member of Congress can be jailed or sued for anything he says about anyone so long aa lie says it on the floor of either House or Sen ate or before a committee of Con gress. This immunity from suit or pun ishment tor members of Congress is written into the Constitution. The idea behind that is this: To give members of Congress the greatest possible freedom in debating public questions or taking part in congres sional hearings or investigations. But if McCarthy made the same charges outside Congress say in a talk on the radio he could be aued. McCarthy told the Senate last Feb. 20 that he would not hide behind congressional immunity. On that day, in a Senate speech, McCarthy made sweeping chargea that there are mobs of Communist or disloyal people in the State de partment. Promise Recalled Senator Lucas of Illinois, leader of the Senate Democrats, got up and urged McCarthy, since he waa protected by congressional immun ity, to name names. "That's all I want the senator to do," Lucas said, challenging Mc Carthy to lay before the Senate all the information he claimed he had. McCarthy answered: "I will not say anything on the Senate floor which I will not say off the Senate floor. On the day when I take advantage of the security we hsve on the Senate- floor, on that dav I will resign from the Senate." McCarthy has made no charges with one notable exception to be explained in a moment where he was not clearly protected by con gressional immunity. Wen Ifi t4ov Seet The one notable exception men tioned above that ia, the one in stance where there's a question whether McCarthy waa protected by congressional immunity came about this way: In his office not on the flour of the Senate and not before a com mitteehe told newsmen that one individual connected with the stat department was the "top Soviet es pionage agent in the United States." And he told the newsmen the man's name. Subsequently, this man's nam was released in the public press. Then a law firm, consulted by the accused man's wife, made public a letter which it sent to McCarthy. The letter said: The firm waa giving McCarthy a chance to retract hi chargea out it added that, aa a matter of law, retraction wouldn't save him from a court suit if the accused man wishes to take action against him. It might seem from what's been said here that a member of Con gress has no immunity if ho speaka off the floor of Con grew or outside a committee. That's not necessarily so. A court might rule that anything a member of Congress say while inside the walls of Congress and a congressman's office is inside the walls carries immunity with it. Pravda Sees Possibility Of Extended Peace MOSCOW, March 30. UP) The Communist party newspaper Pravda said Tuesday capitalist and Communist system could live together in peace for a long time. But it added that "if the imperialists unleash a new war they will be swept from the fact) of the earth."
