Bill Curb Disabled veterans training under Public Law 16 arc not a-ffected in any way by recent Veterans Ad ministration and Bureau of the Budget recommendations to curb abuses and weaknesses in the G.I. Rill educaton and training pro gram, Clifford Fields, Veterans Ad ministration contact officer, said today. The Va-Budget Bureau Joint re port to the President, as well as a previous report made by VA to the Congress, Fields said, pertains only to training offered to veterans un der the G.I. Bill. Neither report so much as touches upon training available to disabled . veterans. Nor is it in tended to reflect in any way on Public Law 18 training. This law is an entirely different one from the G.I. Bill, Fields emphasized. Procedures are different and, therefore, problems are different. Under Public Law 16, the VA has full responsiblity for the training of disabled veterans. The responsi bility starts even before a handi capped veteran begins his training. It starts with advisement and guid ance to determine what tvpe of course he should take. The re sponsibility does not end until he has completed his training and ' as been declared rehabilitated. Fields said educational institu tions and establishments must be approved by the VA before dis abled veterans may enter taining in them under Public Law 16. Under the G.I. Bill, on the other hand, the VA's responsibility is held at a minimum. Eligible vet erans have a free choice of course and school, so long as the school has been approved by a state ap proving agency and has been in operation for at least one year, and so long as the course is not being taken for avocational or rec reational purposes. The VA does not supervise the veteran in training under the G.I. Bill. Instead, supervision is a re sponsiblity of the school or training establishment. Wilbur By Elsie Broszio Misii Dorothy Harding affiliated with the Methodist church, spent two weeks in the Wilbur district. While here she was the bouse guest of Mr. and Mrs. Harold Mc Kay. On Tuesday evening she had a party and entertainment at the Wilbur school for the seventh and eighth graders and on Wednesday she entertained the first to the sixth grades.1 She left Friday to go to Salem to carry on her work there. A potluck dinner was held in her honor at the Wilbur school house. A big turnout enjoyed an evening of singing and games. Mr. and Mrs. Everett Thomas and daughter Stephie, entertained at dinner for Miss Dorothy Hard ing of Salem. Mrs. Workman suffered a bad foot .injury while playing basket ball. The extent of the injuries are not yet known. Flue, measles and mumps are still the predominant diseases in the Wilbur community. Those on the sick list last week were Shirley Harvey, Melvin Palmer and two children Katherine and Charles, porris Vincent and Ody Monrhous. Mrs. Melvin Palmer, teacher of the upper grades in the Wilbur school, has been absent on account of illness. Mrs. Dorothy Moffit has been substituting in her place. Mrs. Charles Frances is leaving the first of this week on an extend ed trip to Gloucester, New Jersey, to attend to business and to visit at the home of her parents Mr. and Mrs. Charles Bolt. The 4-H Wilbur Termites wood working club cancelled its last meeting on account of sickness. Their next meeting will be held on the regular meeting night. Insurance Payments Over One-Third Complete Payment of the special $2,800, 000,000 National Service Life In surance dividend is more than one third complete, the Veterans Ad' ministration reports. In the first 22 working days since the G. I. in surance dividend payment started Jan. 16 a total of 5.0O3.9M checks, amounting to $889,789,708, were mailed to veteran policy holders. With some nine million more checks to be mailed on the appli cations already received, the VA has cautioned veterans not to ex pect their checks in every case based on the last three digits of their serial numbers. There ttre so many exceptions to this rule that a large number of veterans will not be paid in such sequence. The VA expects to get out the bulk of all payments by June 30, 1950, but this schedule could be disturbed if veterans who have not received their checks write the VA to make inquiries. Veterans are asked to be patient, with the assurance that everything will be done to get them their checks as quickly as humanly pos sible. Dividend checks are now being distributed at the rate of a million a week. Myrtle Creek Body Shop Leased By Tri-Ciry Men Frank Leighton recently leased the Myrtle Creek body shop to Paul Bcnn, Bob Benn and Clinton Brown of Ti-City. They will oper ate in addition to the Tri-City Mo tel and Service, which they have operated for the past two years. Paul Benn will have charge of the Myrtle Creek body shop and Brown and Bob Benn will man age the Tri-City business. Attends Dealers' School Charles Rimmell, who operates the Rimmell Feed store in Canyon ville, recently returned from a trip to Detroit, Mich., where he at tended a General Mills dealers' training school. Rimmell . visited the research farm and the mill at Toledo, Ohio receiving a great deal of valuable information concerning feeding, op eration costs and dealership man agement. Dividends due deceased veterans for the time they held National Service Life Insurance in force phot to their death will be paid to their beneficiaries or heirs, VA said today. Where the insurance was in force at the time of the veteran's death payment will be made automatical ly to the beneficiary of record. No application of any kind will be required in these cases. If die insurance was not in force at the time the veteran. died the dividend will be paid to his estate through the executor of adminis trator of the estate. Where there is no administrator payment will be made directly to those persons who are entitled to the veterans estate under the Inheritance laws of the state of which the veteran was a legal resident at the time of death. In the lapsed insurance cases claim forms will be sent by VA directly to those persons found to be entitled to all or a share of the veterans dividend. No general distribution will be made of these claim forms VA said. Beneficiaries or heirs are re quested not to write the VA about the dividend or request claim forms, which will be furnished di rectly to them. Benefits Must Be Waived Where Pay Is Received Members of service reserve com ponents who are receiving disabili ty or retirement benefits must waive surfi payments during any period of reserve duty training for which service pay is sought under the terms of public law 434 of the 81st Congress, Veterans Adminis tration has announced in answer to numerous inquiries. The law provides Federal pay for certain periods of duty, drill and training as specified in the Act. It contains a provision requiring that payment of any pension, com pensation or retirement benefits must be waived for periods during which duty pay is received.
