(MILLION-) By Corporation Tax Broadening Is Asked By Treasury WASHINGTON, Feb. 8-(ff)-The Treasury asked Congress Tuesday to require labor unions, charitable and educational groups to pay the regular corporation tax on profits from "unrelated business activi ties." ' ; Such activities, the treasury said, would cover businesses "not inci dent or related" to the actual, tax exempt purposes of the organiza tion. , For example, the Treasury said; It would be all right for an agri cultural college to run a wheat farm as part of its education pro gram. But if it operated a spark plug factory,' the Income ought to be taxed. Traditional sources of income of these grouDS such as dues, interest, dividends, rents, royalties, etc., would continue to be tax exempt. The State Board of Dry Cleaners sought to restrain one business from doing the work for less than the minimum charging that public health and safety would be threat ened. Superior Judge Clarence Han son denied an injunction, holding that a price increase would not raise health standards. loopholes in the tax laws. The Treasury estimated that such plugs can pick up an extra half billion dollars a year. President Truman said in his tax message to Congress two weeks ago that loopholes have developed through abuse of the exemption accorded educational and charit able organizations. But he did not mention labor unions. Some organizations now are granted exemption from the 38 per cent corporate tax because Con gress desired to encourage their activities, "which generally were not conducted for profit," the Treasury told the committee. (.TV-The State Board of Control reports it has spent $11,171,981 on state institu tions in the past three years. Of that amount, $7,868,001 came out of the state building fund. The rest was given by the legislature. The board said only $131,000 is left in the state building fund. The Oregon State hospital got the biggest slice, $4,428,223. Amounts spent at other Institutions include: Eastern Oregon State hos pital, $1,448,152; state prison, $1, 692,887; school for the blind, $300, 000; Fairview home for feeble minded, $1,078,387; boys training school at Woodburn, $700,022; Hill crest schools for girls, $804,528; school for the deaf, $321,726; East ern Oregon Tuberculosis hospital, $348,053.
