Jan. 28. tB An other plan for reapportioning the. state legislature was pro posed by the Young Republicans yesterday. Jim Collins, state president, said the plan apportioning leg islators on a population and area basis would be presented In an initiative petition. It would allot one representa tive for each 25,000 persons and one senator to each 40,000. Each county would start with one sen ator and one representative, with additional legislators added ac cording to population. No county could have more than 25 per cent of the mem bership of either house. UP) The West Coast Lumbermen's association stockholders elected six new directors to the 23-man executive board Friday. The new .members are R. M. Ingram, Aberdeen; Henry Jacob son, Roseburg; G. A. Kingsley, Portland; B. L. Nutting, Medford; Leo U. Hammersmith, Port Gam ble, and Al Peirce, Coos Bay. The association, complaining that January weather seems to get worse and worse, voted to have the annual meeting during the last half of March, in future years. ' Astoria Houses Face Threat Of Moving Hill ; ASTORIA, Jan. 28. UP) A hill which threatens 10 houses here is sliding downward at the rate of more than half a foot every 24 hours, the city engineer said. G. .T. McClean reported the slide has moved about 5 to 6 feet since last Friday. Three houses have been evacuated. The people who lived there blamed the city, contending the slide was du to-Improper drain age. McClean denied that, saying the drainage system had been kept up, with breaks repaired as fast as possible. " Other Astoria hills have started similar slow slides in the past. Sot., Jan. 28, 1950 The Ntw-Rvliw, Reuburf, Or. . S Magazine Photo Leads To Arrest Of Dixie Fugitive SEATTLE. Jan. 28. UPWThe Federal Bureau of Investigation announced the arrest here of Wil liam Freddie Davis, 33, charged in January 1947 with fleeing from South Carolina to avoid prosecu tion lor Durgiary. Jack B. Wilcox, agent in charge of the FBI here, said Davis was found in a cabin near Marysville after an Everett farmer noted Davis' picture in a detective maga zine and notified the FBI. Wilcox said Davis, unarmed, was arrested without difficulty although the FBI agent reported Davis had boasted to friends he never would be taken alive. . Wilcox and other, agents "sur-. rounded the cabin on the shore of Lake Goodwin after they had seen lights inside turned out They rapped on the door and as Davis opened it they said they needed help because their automobile was stuck in snow. Once inside the cabin, they identified themselves and placed Davis under arrest. In the cabin with Davis were his 17-year-old wife, an 18-month-old baby, a brother-in-law, 19, and two other youths, 15 and 18. Davis was brought to the King county jail. The others were not held. Ghosts Entitled To Equal Rights; ' Unfair Treatment Is Criticized By HAL BOYLE" . NEW YORK W) There is classic yarn of a jittery ghost who went to see a psychiatrist "Doc, you've got to do something for me quick I'm a nervous wreck," complained the spook. "And what are your symp toms?" asked the psychiatrist. "I keep seeing people!" the ghost replied, biting Its nails. And that Is one of the big troubles with being a ghost. As soon as It sees people and as soon as they see It well, they just won't let a ghost alone. People give ghosts the creeps. They bother the life out of them. A case In point Is "Mrs. It," the ghost of a dear old lady nam ed Mrs. Gladys Drury who died 18 years ago in a fine old Vic torian home near Bristol, Eng land. The William Baber family mov ed into the house in 1937. Reports vary as to how they stirred up Mrs. Drury's ghost. One story said they opened the room in which she died in violation of a clause in the lease that it should remain locked. Another story said the ghost appeared after they opened a closet In which Mrs. Drury's trunks had been stored. - In any event Baber said the ghost began appearing at 6 a.m., every morning and following members of the family around. Also, he said, she woke up the children. He asked the city council eith er to find him a new home or get rid of the ghost. So a young vicar of the Church of England was called In to exorcise poor Mrs. Drury's spectral figure by ancient rites. Procedure Branded Unfair Somehow this whole business seems grossly unfair. It doesn't run up the electric light bill by reading late at night. It doesn't borrow money Xrom you. All it wants to do is to haunt the house In its own quiet way. Take poor ghostly Mrs. Drury. Who was she hurting? What it she did pad around after the fam ily at 6 a. m.? She was probably lonely from prowling the house all night by herself. Instead of calling in the vicar, wouldn't It have been nicer to borrow a ghost from some other haunted house to keep her company? They could play canasta by the light of the moon. Think how grateful dear Mrs. Drury would be to the new tenants. And one has to take with a grain of salt the charge that she woke the Baber children up ear ly. After all, isn't it more likely the kids had been disturbing her ghostly slumber during the day with their childish prattle? " If they gave her nny welcome at all, wouldn't she probably jump at the opportunity to bs their baby sitter? She could keep them entertained for hours just appearing and disappearing in a soft phosphorescent glow. Personally, I'll be glad to take "Mrs. It" Into my own home If she can get a visa and trans Atlantic passage. She'd be less ot a nuisance than the noisy neigh bors who haunt my house now. Don't ghosts deserve even the ghost of a chance? Come on over, "Mrs. It" It you don't mind central heating.
