Newspaper Page TextTwo Schools Rap NCAA 'Sanity Code1 CHICAGO, Jan. 19 UP) The day opened peacefully on the National Collegiate Athletic association-rebel university front today but there was still specu lation concerning the functions of the NCAA "sanity code." Maryland and Virginia univer sities, two of the so-called rebels, yesterday challenged the right of two NCAA officials to boycott six member schools for non-compliance with the code. The quar antine was announced Tuesday by NCAA President Hugh C. Wil lett and Secretary Treasurer Kenneth L. Wilson In a move to put some real "bite" In the code. The NCAA executives yester day emphasized that their Tues day statement was correct and that all action had been taken under the association's constitu tion and the executive regula tions. However, Dr. H. C. Byrd, pre sident of the University of Mary land, challenged the action, say ing: "No one has any authority to issue any official statement for the NCAA until after the duly elected council meets to deter mine what policies are to be set." The budget includes all needs for the 1950-51 school year. Any portion of the budget which is not approved by the rural board for inclusion In the over-all county budget must be referred to the district voters, as a pro posed special levy on that dis trict. Based ' upon a statement of policy established by the rural school board, teachers salaries, according to the proposed budget, will remain the same as for the present year, with the exceotion of two emergency ' teachers. The same amount will be allowed for music and for janitor services, but the bus driver's salary would be cut from $180 to $150 a month. The health service allows $2 per student for physical examina tion for first and ninth grade students. Long distance telephone calls must be paid by the district. The biggest allowance, $1.50 for eacn elementary . student tor library books, for a budgeted total of $313.50; $3.36. per high school student for library. books; $700 for replacement of books, and an emergency fund based on $25 per teacher. The emergency fund for the year 1949-53 was $2, 500. No provision was made for a stenographer. The budget will be posted in three places in Canyonville and a public hearing will be set. After the hearing, the budget will be submitted to the rural school board for approval. The budget committee Includes T. L. Weaver, G. L. Anderson and Mrs. Dan Baird.
