i Plan To Legalize Gambling In N.Y. Blasted By Dewey ALBANY, N. V., Jan. 19.-OT) Mayor William O'Dwyer's plan to legalize gambling on all snorts events was a dead duck In the leg. Islature today. But the Droposal seemed destined to become a roar Ine Issue In the state election next fall. The New York mayor's contro versial proposal was embalmed In the senate and assemblv Tuesday after Gov. Thomas E. Dewey de nounced H as "shocking, Immoral and Indpoent." Everybody got Into the act. Three Democrats challenged Dewey to be "consistent" and call for an end to legal parl-mutuel betting at horse tracks. But nobody seriously exDects that to happen, even though Dewey said he had "personal doubts about the wisdom or the morality of this system." However, in a message to the legislature blastins O'Dwyer's proposal, Dewey added: '"It (parl-mutuel betting) is con fined to those who are actually able to be present at the track and therefore is not a lure dangl ed before all people in all walks of life and near every home." Many Republicans Joined Dewey in castigating O'Dwyer. However, one upstate GOP assem blyman. Harry A. Dewey obviously was out to make political capital of the O'Dwyer plan, with an eye on next fall's gubernatorial campaign. O'Dwyer has been mentioned as a leading contender for the Dem ocratic nomination. Dewey has not yet indicated whether he will seek re-election. 'The entire history of legalized gambling in this country and abroad," said Dewey, "shows that It has brought nothing but pov erty, crime and corruption, de moralization of moral and ethical standards, and ultimately a lower living standard and misery for all tne people."
