Aid To Education Projects

WASHINGTON OP) President Truman hai proposed two pro
grams Ior helping education with government money. Neither
can start unless Congress approves.
1. Under plan No. 1 the government would give the states about
$300,000,000 a year to help them provide more and better education
in the grammar and high schools. i

could be hired or teachers could
be paid better to keep them teach
ing, or more and better school
houses could be built.
This Is the well-known federal
aid to education plan. The Sen
ate approved it in 1949, but not
the House. This year the House
also may approve. It so, plan
No. 1 will begin.
Plan No. a
2. Plan No. 2, less well-known
than the other, would provide
scholarships for students who
have the ability and desire to go
to college but can't affort it. How
much would this cost?
About $100,000,000 a year, say
government specialists now try
ing to work out details of the plan
which the President can offer to
congress for action.
Would that $100 million provide
scholarships for every student
who had the ability and desire
to go to college but couldn't af
ford it? No.
The specialists say It would
give scholarships to perhaps 175,
000 students. Does that cover all
who might need such help? No,
again say the specialists. Just a
small percentage.
This year Congress will be ask
ed to vote $1 million to lay the
foundations for the plan. Once
that's done, If it's done, then
Congress will be asked to put it
Into operation with perhaps $100
million a year.
Idea Not New
This federal scholarship idea
Isn't new. Educators have dis
cussed it for years. It was re
commended In 1947 by the Pre
sident's commission on higher
education, a group of educators
and distinguished citizens ap
pointed by Mr. Truman to study

man named J. Frank Dalton,
who certainly is old and certain

James Shot Dead
History says that outlaw Jesse
James, while living in St. Jo
seph Mo., under the nom-de-plstol
of Mr. Howard, was shot to death
on April 3, 1892. He was plugged
from behind by a member of his
own band, Bob Ford, while hang
ing a picture.
But, now, alter all these years,
along comes Dalton and says no,
'twaren't Jesse that was killed
it was Charlie Bigelow, still an
other member of the band. But
they buried Charlie as Jesse to
fool the federals, and Jesse es
caped and has lived ever since as
J. Frank Dalton.
If this account is true and
there are those who believe It,
lust as there are those who be
ll, ve that If you leave a horsehair
in a Jar of water it will turn into
a snake old Jesse would be nigh
onto 103 years old, something of a
record in the outlaw Industry.
Matter Of Jest

Frank is ole Jesse, but it isn't to
anyone who spent his boyhood In
the Missouri haunts of the James
band. To us Jesse then was a sym
bol of the defeated South, a man
who refused to surrender, who
robbed the rich and helped the
poor.
It Is a lousy outlaw indeed who
doesn't have this robe of glamor
thrown around him after death.
As a boy we used to search
through caves around Kansas
City, hopeful of finding some of
Jesse's forgotten loot. And It was
hard to keep the tears back when
we chanted that song about Bob
Ford, "The dirty little coward,
who shot Mr. Howard, and laid
poor Jesse In his grave."
Boys are rebels by nature and
to us Jesse was the supreme rebel
misunderstood, as all boys feel
they are, too, but fighting back.
I suppose there are thousands of
midwest kids who still hug this
legendary Jesse to their hearts.
No, Not That
This pleasant mildewed mem
ory would be shattered mightily
if It turned out that, Instead ol
being murdered by a traitor, ole
Jesse had been taking It on the
lam from the law for almost 68
years. We want our heroes and
our outlaws to die gamely with
their boots on.
Wouldn't It make you a little
sick. even, to hire an elderly na
perhanger in a zoot suit 30 years
from now and have him turn out
to be Adolf Hitler?

good thing. Some of the oppo
nents argue this way:
Ambitious and needy students
can still find ways of going
through college. If the govern
ment pays the freight for them,
they will get the notion we have
a "welfare state." There's no rea
son whv ordinary people should
be taxed to give an education to
those brighter than the rest of
us. It might lead to federal con
trol of schools.
Supporters of the plan put their
views this way, in part:
Government scholarships are
necessary to equalize educational
opportunities. There's little or no
danger of Federal control In such
a program. The government
right now Is helping 67 land
grant colleges State-supported
schools with more than $170
million a year. The government
has spent more than $3,500,000
000 on education for war vet
erans. MoGrath Answers Critics
To the argument "ambitious
and needy students can still find
ways of going through college"
the U.S. commissioner of educa
tion, Earl J. McGrath, says:
"This is a myth. Some do get
through. But among the highly
gifted graduated of high schools
. . . there are at least as many
who never get to college as there
are those who do."
In his budget message Mr. Tru
man said: "the nation cannot
afford to waste human potentia
lities, as we are now doing, by
. . . falling to help hundreds of
thousands of young people who
could benefit from higher educa
tion." You'll hear more of this when

Nations Urged To
Weld Economies
WASHINGTON, Jan. 13 UP
President Truman submitted a
report to Congress Thursday urg
ing Eruope's Marshall plan coun
tries to weld their economies Into
a "single producing and trading
area" of 270,000,000 people.
The report, prepared by the
Economic Cooperation adminis
tration, said American dollars
have strengthened Europe's
economy to the point where the
16 nations can take this "radical"
step without risk.
"Although economic integration
is obviously a long-term objec
tive, tne present time is lavor
able for initiating this program,"
it saiu.
It predicted such a move would
bring a boom in manufacturing
and trading throughout all of
Western Europe. This would "Im
measurably Improve" the sale of
European goods In dollar mar
kets and more nearly satisfy"
the expectations and needs of the
European peoples, ECA said.
The Dresldent made no com
ment of his own on the need for
Integration. But by submitting it
to congress as his sixth report on
ECA operations, he gave added
weight to Administrator Paul
Hoitman s repeated pleas lor ac
tion on such a step.
Gen. George C Marshall, fath
er of the Marshall plan when he
was Secretary of State, said that
the European recovery program
has made more progress in the
last two years than official Wash
ington expected.
The report made It plain the
United States does not expect in
tegration overnight. It foresaw
the need for limited objectives
to begin with, such as nations
joining together in small econo
mic groups first and later merg
ing into one giant trading area.
In looking over Europe's eco
nomic comeback, it found these
two dark spots for the three
month period ending Sept. 30;
1. Although agricultural out
put is near prewar levels, it is
not up to the hoped-for goals.
2. The response of American
businessmen to ECA sponsored
investment opportunities has
been "disappointing."

Prague Commies
Rule On Burials
PRAGUE, (JP) Communist
officials ruled today that mem
bers of all religious faiths and
those who profess to be without
religion can use Prague's larg
est burial hall, previously set
aside for Roman Catholics.
The official news agency said
the ruling was made to abolish
"the disgraceful condition" by
which only Roman Catholics used
the central burial hall on Olsany
cemetery, Prague's largest.
"Henceforth," the agency said,
"burials of citizens will be ar
ranged regardless of their reli
gion, together with citizens with
out any religion."
Olsany cemetery has plots re
served of all religious denomina
tions. The burial hall is now operated
by the government since the na
tionalization of all cemeteries
here.
The hall was not a consecrated
chapel where religious services
were held. Parents, relatives,
and friends of the deceased us
ually gathered there before the
actual burial was held.
