Europeans, Better Fed And Clothed,
High In Hopes, Losing Look Of Fear
By HAL BOYLE
NEW YORK. (IP) The look of fear has left the face of Europe.
Its peoples are better fed, better clad and more hopeful of the
future.
These are a few of the Impressions gained by a group of former
war correspondents during a two-week tour of five European coun
tries sponsored by the American overseas airlines.
Even the most casual traveler
cannot help but see the immense
betterment of living conditions
for Europeans now as compared
to the mid-1940s.
How much is due to their own
initiative? How much have they
been able to lift themselves by
Cri''117
the
their American bootstrap
Marshall Flan?
These are questions for the re
search bird dogs of government
and finance to determine. But
the ordinary visitor, coming back
for the first time since the war
years, notes little signs of re
covery such as these:
In EnRland they have" straw
berries on the hotel menu, and a
melty substance similar to what
is known in the United States as
ice cream. It is possible now to
get a taxi in London without leap
ing four feet into the air, cracking

Franc Offers Exampla
At a small restaurant in Islgny,
France, near the invasion beach
landings, the waller brines a
bottle of good wine for 400 francs
less than 51.JO. Is this possible?
Hasn't there been a mistake? No,
it is true. History records no
example of a French waiter ever
making an error in the bill that
favored the customer. Cognac is
inexpensive also.
The hope that grows In France
Is shown In its rising birthrate,
too. The land is alive with
youngsters of 3, 4 and 5. ,
In gay Paree it is again possible
for a tourist to emerge from his
hotel without having both legs
broken by rival black marketeers
tackling him for the privilege of
changing his money. The French
franc is so sound that the black
marketeers have had to go back
l to work.
The glory of France, Its cuisine,
! is limitless again. The bread
wonderful, crustcrunchy French
bread is back. And there is gold
wan a iiavor to spread upon it,
the butter of Normandy.
Belgium knows the same wealth
of food. So does tiny Luxem
bourg, and adds another boon
fresh cold milk, a fluid the French
seem to regard In its raw form as
a kind of poison excreted by cows
in a pasture plot to destroy man
kind. The earth of Germany is being
tilled as never before. The store
fronts have glass in the windows,
and the windows are full of goods
to sell. Somehow this seemed un
natural to one who went from
the Rhine to the Elbe in 1945 and
had no memory of seeing a store
front holding anything but wreck
age. Give a German a cigaret or
chocolate bar today and he stead
fastly refuses to drop dead of
gratitude. He hardly even fawns
any more.
Returning to London, I was
struck by the thought that no
where on the continent or In
England had I heard three "fear
words" we heard so often in the
United States "war," "Commun
ism," and "depression."
I commented on this to a friend
who has spent 20 years reporting
continental. affairs. I asked him
what Europeans really thought of
the United States.
"Right now they think Ameri
cans are a little hysterical," he
said aryiy.
Well, are we?

Free Advice On Birfh Control Urged
In Report To British Grovernment
LONDON. June 21.-V-A
royal commission urged the Brit'
ish government Monday to give
free advice on birth control, un
der the National Health Service.
The commission supported:
Planned families.
Higher slate money allowances
for children.
Income tax relief for parents
in the higher brackets as well as
lower ones.
The commission said there Is lit.
tie danger of moving Into "a
world without children" unless
the average family size , falls
much farther In Britain.
The commission known as the
Royal Commission on Population
was set up by the government
more than five years ago.
Its 100,000-word report was'
completed after one of the great
est Inquiries ever made into Brit
ain's population.
"A community like ours in
which birth control is generally
accepted can only prosper or, in
the long run, survive, if its mem
bers think it worth while to
have families large enough to re
place themselves.
The commission said contracep
tion is the only practical means
of controlling the growth of pop
ulation. It added there Is noth
ing Inherently wrong In the use
of mechanical methods of con
traception. Giving advice to married
couples on contraception, the com
mission said, should be accepted
as a duty by the government's
free National Health Service.
The commission said present re
strictions on giving such advice
should be removed from public
clinics.

Solon Fights Pay Hike For
Army Personnel Alone
WASHINGTON, June 21. (P
Senstr Flanders iR.-Vt.) says

declared.
The military pay bill, passed by
the House after an earlier meas
