June 21.-V-A royal commission urged the Brit' ish government Monday to give free advice on birth control, un der the National Health Service. The commission supported: Planned families. Higher slate money allowances for children. Income tax relief for parents in the higher brackets as well as lower ones. The commission said there Is lit. tie danger of moving Into "a world without children" unless the average family size , falls much farther In Britain. The commission known as the Royal Commission on Population was set up by the government more than five years ago.
