Fancy shenanigans are going on around here In connection with the Columbia Valley Authority plan. President "Truman first tried to get Senate and House to hold Joint hearings on his pet bill to set up a CVA. He called Sen. Dennis Chavez of New Mexico and Congressman William M. He said his committee had so many other things to do it couldn't possibly get around to CVA before mid-June. Truth of the matter is that his committee is believed to be divided 14 to 13 In favor of CVA, though Whlt tington himself is against It. On : the side, Whittington is vice presi : dent of the National Rivers and Harbors Congress. This is the i semi-official kingfish In the pow erful water lobby, which is op : posed to all valley authority plans. So it was left for Senator Cha vez's committee to hold hearings ! first and alone. As near as can be ; figured out this Senate Public i Works committee has only two I Democrats in favor of CVA Cha- vez and Senator Sparkman of i Alabama, a strong TV A man. The i other six Democrats and all five Republicans headed by Sen. Harry Cain of Washington are against CVA. So it has no more chance than any snowball in June on Capitol Hill. Nevertheless, the committee will go through the mo tions of holding CVA hearings. Bulldozer Technique President Truman's bill will be presented first. That will give anti-CVA forces a week in which to prepare to give it the business during the week of June 13. In the meantime. Chairman Whittington of the House Public Works Committee has made a fast play of his own. On short no tice, his committee held one-day hearings on what is known as the Army Corps of Engineers-Bureau of Reclamation Weaver Newell plan for Columbia River develop ment. The record of the day's hear ings reveals a good bulldozer technique. Nobody appeared who was opposed to the Weaver- Newell plan. E. W. Rising, regis tered lobbyist for the National Water Conservation Conference, seemed to be in charge. This NWCC has for its Columbia Val ley affiliate an outfit known as Pacific Northwest Development Association. A recent audit of its books showed substantial contri butions for the years 1945-46-47 from Idaho Power Co., Washing ton Water Power Co., Pacific Power and Light, Portland Gen eral Electric, and Northwest Gen eral Electric Co. May Be Headed Off What this reveals is a private-utility-backed lobby opposing de velopment of the Columbia Val ley Authority plan. They all have a perfect right to do this, If that's the way they feel about It. But it's just as well to understand all the gimmicks, right out in the open. The House i Public Works Committee now has ; under consideration legislation authorizing flood control and riv- j ers and harbors projects for 1950 51. This is the regular biennial pork barrel authorization that congressmen love so dearly. If Congress can be persuaded to put through these authoriza-, tions for Army Engineers' rec- j ommended programs, this will in j a way tend to head off any legis-, lation for a Columbia Valley Au thority.
