The Interstate Commerce Com mission, for. the second time, Tuesday blocked proposed sharp cuts in the freight rates on ship ments of oil products between Salt Lake City, Utah, and the Pacific Northwest. The rate cuts were proposed originally by the Union Pacific Railroad several months ago in connection with the construction of a new standard oil refinery at Salt Lake City and a proposed new pipeline between that city and Spokane, Wash. The railroad gave public notice that it was prepared to handle trainload shipments between Salt Lake and Spokane at 42 cents for each hundred pounds. Cur rently effective rates are 95 cents a hundred for refined oils and 79 cents a hundred for fuel oil. Sim ilar reductions were proposed for other northwest destinations. He started his meanderings back in his grade school days. First it was Chicago, 111., then Yonkers, N. Y., later he studied in Lausanne. Switzerland, anin Bedford and Huntingdon, England. High Schools he attended were in New Jersey, Ohio and California. Further indications of his globe traveling are evidenced from his college record made at Occidental College in Los Angeles, and at the University of Sydney, Australia. Typical of Bill' ever-ready sense of humor is this story which he tells of an experience in 1939 In Ykrras, France, shortly after the outbreak of World War II. "We were casting about for anything that would make a story," he recalls, "when a British officer showed us a new armored car which he said would travel 45 M. P. H. All the cor respondents howled when he killed their stories but he said It was army policy to release no figures. On a hunch I told the gang to rewrite their stories, writing out 'forty-five miles per hour' Instead of using the numerals. It passed . the censor without a murmer." It refused to permit the revision to go into effect, unless the railroad made adjustments lor small quantity business also. Union Pacific then proposed to handle all types of petroleum products at 70 cents a hundred Dounds for single-car shipments and 46 cents a hundred for train- loads. Trucks and barge lines pro tested these schedules. Today's order directed Union Pacific to retain the present rates until December 30, 1949, so that the Commission might further In vestigate the situation. Wife Killer Mum As Officers Seek Crime Details KLAMATH FALLS, Ore, June 1. (. TIghUippod William Howard Rice played solitaire in his county Jail cell Tuesday while Klamath County aut horities sought to piece together the story of the killing of his wife, Jennie, whose torso was found in Kla math River Friday. Sheriff Jack Franey said that Rice had refused to divulge in formation other than that he had killed Mrs. Rice and the dismem bered body found in the river was hers. Jailer Raymond Walker said Rice is keeping to himself in the jail and passes the time playing cards. His attorney, E. E. Dris coll, would offer no other details of the slaying, which Rice con fessed Saturday, first to Driscoll and then to the law enforcement authorities. This left the officers without definite knowledge as to how Mrs. Rice met death, where the slaying occurred, and what wag the motive. From the Rice home here Sher iff Franey obtained a collection Wed., Junt 1, 1949 Tht News-Review, Roseburg, Or. 5 of knives, and the officers appar ently are working on the assump tion that a knife was the slaying weapon. The charge of first degree mur der reads that Rice killed his wife by "cutting, stabbing, dismember ing and decapitating" with a weapon as yet unknown to fTaney. who siened the com- plaint. j It was reported that Rice had 1 unveiled the slavine to at least one other person before con- jessing m nis attorney Saturday, and this story has it that the Klamath Falls cement contractor will plead self defense If and when the case comes to trial.
