City Liens and is now due and payable at the office of the city treasurer In law
ful money of the United States, and if not paid within ten days from the date of
the final publication of this notice, such proceedings will be taken for the collec
tion thereof as are provided by the charter of the City of Roseburg. Oregon.

spreading the idea wars may be
won easily with gadgets ana
extraordinary weapons.
"The ability of a human being
to survive the blows of his en
emies, In whatever form deliv
ered, Is immense," he said in a
speech for the dedication of tha
central unit of a new $35,000,000
Navy Ordnance laboratory.
"His capacity not only to sur
vive, but his faculty of continu
ing to fight, Is amazing," Brown
continued. "The facility with'
which he finds means to counter
the most highly developed ma
chines of warfare is discouraging.
"The idea of war easily won by
means of extraordinary weapons
is an old one and very appeal
ing. It is an extremely dangerous
concept to propagate. I fear It
may tend to give our people an
idea of war very far indeed from
that Justified by the facts as we
know them.
It mus1; be confessed that
much of the misapprehension re
garding the nature of war stems
from commentaries by men whose
knowledge of science vastly ex
ceeds their experience In the aw
ful actualities of combat."
