Under that plan. Taft Hartley repeal and Wagner Act re-enactment would be wrapped up in one bill with the cnanges President Truman wants in tho Wagner measure. The approach the AFL and CIO are urging calls lor two bills. The first would wipe the Taft-Hartley law off the books and restore the old Wagner Act. The second bill would deal with the Wagner Act "improvements" Mr. Truman is seeking. Neither the AFL nor the CIO has endorsed the changes nro posed by the President. While this group the National Citizens Council on Civil Rights was at the White House, South ern Democratic senators were meeting at the Capitol to discuss their strategy in fighting such measures as anti-Job discrimina tion laws. Senator Russell (D.-Ga.) told reporters afterward that the 17 senators present agreed unani mously to oppose any proposed change in senate rules which would bar a filibuster. He said all the senators also voiced opposition "to the entire civil rights program" proposed by President Truman. Second Execution Stay Granted Oregon Man DENVER, Jan. 13. fP) Paul J. Schneider was granted a sec ond stay of execution yesterday. The Oregon man received one this time from the State-Supreme Court two days beore his sched uled trip to the gas chamber for the murder of a Denver filling station operator, Frank J. Ford. The court ordered a stay until the week of April 10 to allow his attorney, J. -Colder Smith of Fort Morgan, time to support con tentions that Schneider's case In volves points before the Supreme Court of the United States. Less than a month ago, Schneider was reprieved by Gov ernor Lee Knous little more than two hours betore the lirst hour set for his execution. Yesterday, the governor told re porters, "I don't intend to In tervene further In the case. The disposition is solely in the hands of the court."
