ROSEBURS, OREGON, TUESDAY, DECEMBER 21, 1948 SEVEN Britain Calls For More Austerity To Get Out of Red LONDON, Dec. 21 UP) Britain announced yesterday a four-year plan to muster all her men, money and materials to get the nation out of the red by 1953, The Mm is to make Britain self supporting by the time the American-financed European Recovery Program comes to an end. The plan calls for continued austerity and self denial, and a massive production effort. Officials called it "a sign post for the future." The plan assumes that Britain will continue to receive American help under ERP until mid-1952. It estimates Britain's dollar needs under ERP next year at $940,000,000 compared with $1, 263,000,000 in 1948-49. Without American help, the planners said, "recovery would be gravely hampered and there would be a real risk of the whole economy being caught in a de scending spiral." The ambitious urogram calls for doubling production of oil from British-owned fields, raising the output of coal 25 per cent, and huilding domestic agriculture to in oil llm. kink Such efforts will be aimed at building up a 100 million ($400,000,000) surplus of foreign exchange by 1952-53. Last year Britain had a 630 million ($2, 520,000,000) deficit. Success of the plan, the govern ment said, "will depend on full cooperation with other countries in Western Europe and the com monwealth." It has been under study by the organization for European eco nomic cooperation in Paris for two months as Britain's contribu tion to an over-all plan for the 19 ERP nations. The French have criticized the belt-tightening in the British plan because, they say, it closes United Kingdom markets to a wide range of luxury goods such as wines and fine textiles, produced in western Europe. Mrs. Ybaro Says She Slew Husband For Beating Her MARBURG, Germany, Dec. 21 UT Mrs. W 1 1 m a "Billie" Ybarbo told a U. S. military gov ernment court yesterday she shot ner war nero nusoand because ' he was beating her up and had threatened to kill her. j The pretty 23-year-old mother from Maiden, Mass., added that I a family quarrel involving "sex- 1 ual incompatability" and her hus band's attention to a German girl ' led up to the fatal fight. r- "He had told me he was go- i ing to kill me and had beaten me up terribly before," the de fendant declared. ! "I just couldn't go through ! that again," she said, "so I reach-1 ed into the wall locker and got I the gun where I had put it after I taking it away from him the I other night, when he was going i to kill us both." The court all but ruled out a possible death penalty for Mrs. ; Ybarbo. It held the prosecution j had failed to show any premed- i ilation in the shooting of Set. John Ybarbo of Goliad, Tex. At the same time the court ruled an American woman can be tried for murder under German law, which authorizes beheading for murderers. There was no possibility, however, that the penalty would be applied in this case. Forbidden Trophies To 1 Grid Players Turned Back GRANTS PASS, Ore., Dec. 21. Lion's Club President Carl Brown said the organization was unaware of the ruling. i rf DAD I I f 1 ft 1 United Nations Ban on Genocide Bold Step in Behalf of Human Rights ' By JAMES THRASHER Fifteen years ago, when Hitler's purge of the Jews was Just be ginning, a Polish law professor brought a revolutionary proposition before the League of Nations. It was a crime, he said, to persecute or exterminate groups of human beings because of their race, re ligion, language or nationality. He called this crime "genocide." from the Greek word meaning race and the Latin word for kill. And he said there should be an international law against it. But the League's legal experts told him there wasn't any such crime. Not until 12 years later was any official notice taken of this man's solitary legal crusade. Then the professor, whose name Is Raphael Lemkln and who now teaches at Yale, was given the Job'of writing the genocide clause in the indictment of the Nazi war leaders at the 1945 Nurem berg trials. Now at last Professor Lemkin has won his long fight against mass murder ' and persecution. The UN General Assembly has voted to outlaw genocide. The vole was 55 to 0, with three absences but no abstentions. Even Russia did not object to the idea that, on specified grounds, it is Just as wrong to kill a million people as it is to kill one man. Four Freedoms Recalled The genocide ban must still be ratified by the Individual UN member states. But the big task is undoubtedly finished. And it marks a considerably more prac tical and immediate step than the UN's adoption of the Declara tion of Human Rights, though it is a much shorter step. It Is also a step In the direc tion of the almost forgotten dec laration of the Four Freedoms. That declaration was one of those idealistic goals like the Atlantic Charter which appealed to people all over the world in the highly charged emotional atmosphere of war. These ideals have been largely forgotten, at least by the world's statesmen, In these last three years of political tension. But now at least the UN is on re cord with a majority vote In favor of individual freedoms. And the genocide convention, If rati fied, will back further individual protection with the force of in ternational law. There is a vastly different definition and interpretation of freedom of ex pression and freedom of religion, for instance. In various nation alities, societies, creeds, cultures and governments. Freedom to one group is not ireeaom to anotner. And at present the difference of opinion may be perfectly hon est. I But two of the Four Freedoms j are much less affected by all j these boundaries. They are free dom from want and ffedom ! from fear. Hunger and, terror j are universal emotions. And the j biggest Job that any world or- j ganization can have is to try to help free humanity from the , threat of both. The vote to outlaw genocide is a bold effort to grant free dom from one sort of fear the fear of punishment for the "crime" of non-conformity. It is an old fear, old as civilization, old as the fear of war. But when will the United Nations reach , agreement on how to free clvili-! zation from the fear of war, and take steps to enforce that agree ment? NO WAITING! The surgeon, Col. George N. Schurmann, addressed his state ment "to the ladies" alter sev eral persons were poisoned by Japanese oyster cocktails at a private dinner. Several are still ill.
