Not so long ago that problem seemed fairly simple. Just keep the Ruhr under rigid military control while the war damage is repaired and manufacturing is got under way. Well, it isn't as easy as that. Germans must work the coal mines and the blast furnaces and you can't get full production from sullen workers. They must have Inducement, and so Ameri ca and Britain have decided that one incentive would be eventual operation of the industries by the Germans themselves with prop er military controls, of course. PeGaulle Doesn't Agree But France, thrice overrun by German Armies in seven decades is insisting on international oper ation of the Ruhr. She is afraid i to let Germany control an asset which is a potential war threat. ! France's General Charles De ; Gaulle says the decision to turn the Ruhr mines and mills back i into German hands is "the grav i est decision made so far during : the 20th century." He adds: "England and America flatter themselves they can make some thing of the Reich to oppose Rus sia. Perhaps they can. But per haps they can't. Hitler didn't have any difficulty in reaching i an accord with Russia when he ; wanted to dominate Europe." I That's a disturbing tr-ught, ! and knowing France very well I should say the average French man would agree largely with De Gaulle. There is no difference of opin ion among the three Western Allies over the need ot absolute security against further German aggression. The split comes over this matter of putting the Ruhr resources back under German ! ownership as an expedient to in- j spire greater ef forst towards re i covery. These awards, whicV are given to leaders who successfully lead clubs for one year, five years, 10 years, 15 years, were presented by Victor Mieelli as representative of the U. S. National Bank which sponsors the leadership awards program. Those receiving pins were Mrs. Cleone Andruss, Rose burg for 15 years of leadership during which time she has led 20 clubs totalling 212 projects. A live year pin went to Mrs. Margaret Austin, Route 2, who has led 12 clubs totaling 148 pro jects. Receiving one year pins were Mrs. J. C. Williams, Look ingglass; Mrs. Dee Williams, Green; Mrs. George Sundberg, Rlgarose; Mrs. Cornielson, Green; Mrs. Ball, Glide; A. M. Hanson, Elgarose: Eli Hall, Roseburg and George Sundberg, Elgarose. Following the business meet ing, which in -luded the adoption of the program for the coming year, Mrs. Corinne McTaggart, Douglas County nome demonstra tion agent, told the leaders about parliamentary procedure and duties of 4-1 1 club i "fleers. This was effectively illustrated by a film tilled "How Not to Conduct a Meeting." Following this Coun ty Club Agent Frank von Borstel, Jr., talked to leaders about con structing a program of work and about activities in which clubs and members may participate. Refreshments were served by the Rose School coc! 'ng club and t heir leaders, Mrs. Rachel Holbrook and Mrs. Doris Roark. Change Is Announced In Hungry Horse Dam BOISE, Idaho, Nrv. 22 (. R. J. Newell, regional director of the Bureau of Reclamation, said today a change in design for Montana's Hungry Horse dam has be.-.i agreed upon to provide j for better Hood control, j He said an additional discharge ! outlet would be installed in the I dam being constructed in north i western Montana. 1 Newell- said the change was i worked out by the army engi neers and the Bureau of Recia i malion. In view of last spring s Hoods, Newell said it was felt the dam needed trreater discharge capa city tor quickly emptying the 3, 500,000 acre-foot reservoir in times of Impending Hoods. The new plans call for three instead of two outlet pipes, each eleht feet in diameter. McLaurin, the first Negro to attend the University of Oklahoma, today was denied in federal court his plea to attend classes on a non-segregated basis. Donor of Resuscitator Dies of Heart Attack NEWHALL, Calif., Nov. 22 UP) As secretary of the Mint Canyon Lions club, Clyde Fraze, 42, was Instrumental in obtaining a new resuscitator lor tne city. Formal presentation was to be made at a dinner Friday night. But Fraze wasn't there. He died two hours earlier of a heart at tack, despite firemen's efforts with the new maclune.
