MARTIN ' PORTLAND, Me., Nov. 17 tPl The National Grange con vention faced a convention floor fight today on the issues of whether future federal farm-aid programs should be built around crop controls and cash subsidies. Its Agriculture Committee op poses subsidies. It favors controls only as a "last resort" to meet problems of farm surpluses and depressed prices. Instead, it would count heavily on a high level of city emoloymcnt and prosperity to maintain a fa vorable market for farmers. It would keep government price sup ports for crops, but would cut V them below support levels of pres ent Droerams. Several delegates prepared to blast the committee views when the matter comes before the full convention, possibly tomorrow. Opposition is expected to be led by J. S. Fichter, master of the Ohio State Grange. He has been mentioned as a possible successor K) Albert S. Goss as national mas ter of the Grange when the latter retires. Goss present lerm nas an nther vear to run. An expression of the Grange J hope that rural prosperity can be i kept without resort to new govern ment controls was contained In a telegraphic request by Goss to President Truman that he sum mon top ranKing leaders 01 indus try, labor anJ agriculture to work mit an anti-deoresrion program. In making this appeal, the Grange leader said an economy of full output by both industry and aericulture Is necessary to save the free enterprise system. Meanwhile, another Grange committee struggled for agree ment on the issue of a federal health oroeram. Mot of the com mittee members favor a voluntary health and medical insurance pro gram over proposed compulsory Insurance programs. Water Projects In Northwest To Cost $770 Million ' ' i'X S, ' v; 1 A WASHINGTON, f Tov. 17 (JP Reclamation Bureau projects in operation, under construction or authorized In Washington and Oregon will cost an estimated $769,901,000 when completed. This was announced yesterday by the Reclamation Bureau in a seven-year development program placed before the House Public Lands Committee. The report said cost of the ten projects in the two Northwest slates to June 30. 1947, was ap proximately 309,000,000. It said ul timately they will irrigate more than tw and a half million acres A of land. The Droiects with the June 30, 1947, cost and the estimated final cost are: Baker, Ore.. $.381,591 and $282. 000; Burnt River, Ore., $601,000 (completed); Columbia 3asln Wash.. S21fi.721.023 and $663,629, 000; Deschutes, Ore., $8,280,892 and $12,332,000; Klamath. Ore., and Calif., $8,850,000 and $12,119. 000; Okanogan, Wash., $1,452,129 (completed); uwvnee, ure., 625,437 and $19,000,(XV'; Umatilla, Ore., $6,618,635 and $6,619,000; Vale. Ore.. S4.858.000 (completed); Yakima. Wash., $42,548,344 and 1 $49,009,000. The Bureau said It has 64 pro ects under investigation in the two states. 7 Lives, 3 Tugs Coast Storm Toll SEATTLE. Nov. 17. P A coastal storm was gradually dying down today, leaving in its wake a V ton ol three tugs and seven lives. Three men were lost when the tug St. Clair smashed onto rocks near Port San Juan, B. C. Five others reached shore In a life boat. Two more men were missing torn the tug Ruby Eight, which sank in Puget Sound. knottier man died of a heart attack as the Coast Guard was attempting rescue of him and 10 others from their sinking tug Neptune off the Columbia River mouth. The 10 men were saved by the V Coast Guard in a hazardous rub ' ber boat rescue but the on man died after falling into the sea. The seventh victim was a woman lost overboard from the ferry Princess Victoria between Van couver and Victoria, B. C. Two vessels, a lightship which lost its anchor and a freighter with 16 aboard which broke loose from a towing tug, were still occupying the attention of the - Coast Guard today. The freighter, Herald of the Morning, was finally anchored by its crew 15 miles off Grays Har bor after winds appeared to be driving it ashore. The Coast Guard said It would be all right if the anchor holds. S. V Margaret Nicholt In Queen Contest Finals OREGON STATE COLLEGE, Corvallis, Nov. 18 (Special) Margaret Nichols of Roseburg, a sophomore In lower division here was one of the five finalists In the contest to choose the queen for the annual Forestry Ball here. Mis Nichols Is the daughter of Mr. C. L. Nichols of 209 Watson street, Roseburg. She is a transfer student from Llnfield college In McMlnnville. One candidate was chosen from each of the 26 women's living or ganizations on the c-mnus. From this group the five finalists were selected by the ball committee.
