Labor Leaders, Nursing Third Party Ideas, Facing Difficult Venture . By JAMES THRASHER Shortly before the election President William Green of the American Federation of Labor was quoted by reporters, directly and at length, on the AFL plans for "definitely" doing something about starting a third party at its national convention this month. A few days later. Mr. Green said he had been "misinterpreted," that the third party report was "misleading," and that he would personally oppose such a move. We don't kr.ow whether all those words attributed to Mr. Green and enclosed in quotation marks were a reporter's pipe dream, or whether the AFL presi dent had a chanpe of heart. But whatever the explanation, we be lieve the decision to forego a la bor third party is wise. For there is no trusty crystal ball to give an honest preview of Just how nations will beat each others brains apart a generation hf-nce. Wars have as" many surprises as women or the weather. ToD-ranklne veterans of one war are often the poorest guess ers on how the following war will be waged. They tend to overrate one new weapon too much. Or they reply too heaily on methods that won them victories in the past. It isn't only the French army as the old quip goes that pre Dares in Dei.ce to fiEht the last war over again. All armies have a tendency to. The other day I picked up for five cents at a second hand book stall a Dattt-red copy of "The Rid- Jl. I Ka Dkin. I' K.f Main,- Vin. tor Lefpbure. He was a British chemical warfare specialist in the First World War. His bonk was published in 1923. It illustrates why seasoned mili tary leaders should be chary of putting into print any predictions about the future of their own pro fession. The book contained part of an article by Mai. Gen. Amos Alfred Fries, then chief of the U.S. Chemical Warfare Service, point ing out that poison gas oaused 75, 000 of the 275,000 American First the party of special Interest, it just Isn't so.. Both the Democratic and Re publican parties have their share of industrialists and financiers, big and little businessmen, union members, white collar workers and farmers. And while there are many party regulars among them whose allegiance never varies, our elections are decided by vot ers whose minds are free and flex ible, however fixed their economic status may be. These independent votes are dictated by a multitude of differ ent reasons, but apparently the underlying motive is self-interest rather than group-interest. If par ty or group regularity was a de pendable thing we would not, for example, have seen the American people give nearly 59 per cent of the popular vote to Herbert Hoover over Al Smith in 1928 and then, four years later, give Frank lin D. Roosevelt more than 60 per cent of the popular vote over Mr. Hoover. Lack of Unity Prevails If our political history promised Mr. Green some difficulties, he would probably have found others peculiar to his own situation. The CIO and AFL have never been able to join forces. John L. Lewis and his miners have broken away from both groups. There are other large unions, like the railroad brotherhoods, Independent of both the maior labor organizations. A big reason for this lack of Inbor unity is the unwillingness of many union executives to vleld or share the power tney now nom. A full-dress excursion of these ex ecutives into national politics would probably Intensify the strueele for power. This is par ticularly likely since Walter Reuther of the CIO has expressed some third-party Intentions of his own. Mr. Green has seemed hopeful that opposition to the Taft-Hartley law would provide the motive power for unifying labor. That law has served Mr. Green and others as an effective bogyman in the past year.
