TWO NEWS-REVIEW. ROSEBURS, OREGON, MONDAY, OCTOBER 18, 1948 Communist Probe Reveals Need For More Teaching Of U.S. History By ROBERT CEIGER WASHINGTON. UP) Mrs. Elizabeth T. Bentley, American born citizen who testified to a Congressional committee she had been a Communist and Russian agent, said she never had been taught American history at school. This touched ofl a new discussion among educators and others attempting to determine whether the American educational system fairly presents American democracy to young Americans. They argue that it is essential young Americans be taught American hlstorv and the U. S. constitution. Otherwise, they say, some may be swayed by emotion alism rather than by knowledge, away from Americanism toward other political philosophies like Communism. The U. S. Office of Education has Just completed a survey of state laws regarding the teaching of history and the U. S. consti tution. Dr. Ward W. Keesecker. spec ialist In school legislation, and Howard Cummings, specialist in Eilitical science, of the Office of ducatlon, say all states but two now require public elementary or high schools to teach American history. Three-fourths of the states es tablished this requirement by Jaw. In others It Is required by a ruling of the state board of edu cation. In addition, the survey showed that all of the states except four have laws requiring elementary school instruction concerning the u. S. constitution. 1 he lour lack ing such a requirement are Ken tucky, Maryland, Texas and Vermont. But all the states except Ken tucky, Maryland and Mississippi require me learning 01 the con stltution In high schools. And even In Maryland and Kentucky, where tne laws are lacking, there is a state board rule that the con stltution shall be taught. Collegs System Varies The situation changes at the college level. Only seven states have laws requiring college cour ses In history and 22 require the learning ui ine cunsuiuiion. Fourteen states require .that private schools teach U. S. his tory in e 1 e m e n t a r y and high school grades, and 26 require pri vate schools to provide classes In the constitution. Dr. Keesecker says many of the state laws and regulations re quiring the teaching of American history were placed In effect be tween 1923 and 1929. Patriotic and other organizations cam paigned for them. Therefore Americans older than Mrs. Bentley, who Is 36 and has a collece education, easily might not have been required to studv the two subjects. But most young er people undoubtedly have been given the outline and fundamentals. There are no federal laws on the subject, because under the 10th amendment to the constitu tion education is one of the fields clearly left to the states. It quotes George Washington: "We ought to deprecate the hazard attending ardent and sus ceptible minds from being too strongly and too early preposses sed in favor of other political svstems before thev are capable of appreciating their own." Coal Miners Fight Police in France PARIS, Oct. 18. iPy Police and striking coal miners fought today at St. Etlenne, leaving wounded on both sides. Interior Minister Moch had or dered the police and troops to pro tect miners trying to ave the struck coal pits from water and gas seepage. Police used tear gas on about 1,000 strikers massed at the St. Etlenne pitheads, defying both police and engineering troops the government had ordered to work mine safety devices. The Communist-led General La. bor Confederation was reported afterwards to have said It would no longer authorize maintenance workers to take any security mea- sues until ail police leave the pits. Communists leading the strike of 335,000 miners had ordered maintenance workers to stay away from the pits 24 hours be cause police appeared at one mine. The strike, now In Its third week, has caused a setback to French and European recovery efforts. Already 2.000,000 tons of coal have been lost. The board said it based its rul ing on these points: (A) none of the strikers had made an "uncon ditional" application for rein statement; i (B the company notified them they would be re placed If they did not return to their Jobs within four days; IC) the replacements all had been engaged In similar work; (D) they were recruited from the general area and (E) they were offered permanent jobs and ac cepted on that basis. "Slegel was killed on orders oi an international underworld syndicate," he added. "This was no ordinary shooting. There was big money behind it." Anderson said he needs only' nine 10 gainer more corroborat ing evidence before making an arrest. "Slegel was killed because he threatened to talk and sell the syndicate out to the police," said me cniej. Ward said Robert Vickerv and Brown are being held without bail pending formal charges. Boy Uses Hammer To Maul Mother ELLENSBURG, Wash.. Oct. 18 Thomas Manlev. 17. of Seattle, was placed in the Jail to day on charges of assaulting his mother, Mrs. E. C. Manley, 46, also of Seattle, with a hammer In their automobile near Midway Park on the Snoqualmie High way Sunday afternoon. Mrs. Mauley, suffering from scalp lacerations and concussion, was reported in good condition at the Kiltitas County Hospital. Deputy Sheriff Bob Dorsey said the youth had admitted the attack on his mother. Dorsey said the youth said It resulted from a quarrel over his desire to take the automobile on a trip to the east. Bill are reminded by the Veterans Admin istration that the VA now holds them legally liable lor repayment of tuition for classes they do not attend. L train ing entitlement. Veterans who drop from school before the VA must pay full tui tion costs will have their G. I. training time reduced only by the actual amount of time in train ing. Senator Wagner Amnesia Yictim NEW YORK, Oct. 18 UP) Sen. Robert F. Wagner D-NY) suffered an attack of temporary amnesia during the weekend, when he disappeared from son's Long Island estate, says his phy sician. Dr. William C. Carhardt exam ined the ailing 71 -year-old Sen ator shortly after he was found early Sunday at a Manhattan res taurant, one of his favorite eating places. Wagner had been the object of a widespread police search for nearly 12 hours after he wan dered away from the home of Robert F. Wagner Jr., at Isllp, N. Y., about 3 p. m., Saturday. larhardt sa'd the Senator had suffered "temporary amnesia' but was "none the worse for Ms little Jaunt into the city." Transport Plane Crash Kills Four CLINTON. La.. Oct. IS (IP) A crippled air force transport plane crasn landed in a ravine near here late yesterday and killed four of the 33 persons aboard. Occupants of Ihe plane in cluded 29 artillery officers from Fort Bliss, Tex., and Fort Sill, Okla., and an air force crew con sisting of three officers and one enlisted man. Western Zones Of Germany Set Up Economic Merger BERLIN, Oct. 18-(.P An al most complete economic merger of the three western zones of Germany was announced today. An agreement fusing the for eign trade of the French zone with that of the already merged British and American zones was signed by the three western al lied military governors. This united the economies of all zones exct the Russian zone of Germany, save Tor a few ac tivities which will be regulated by consultation among the Bri tish, French and Americans. A similar fusion of the three western zones along political lines will be accomplished by the tri zonal government for which a constitution is being drafted by Germans at Bonn. When these steps are complet ed, a, virtually complete new state of western Germany will be created, leaving only the Rus sian zone outside. The Russians yesterday Impos ed a sharp traffic inspection at occupation sector borders within the city, aimed at tightening the blockade. Soviet-controlled police were stopping all German vehicles which sought to proceed from the Russian sector Into the Amer ican, British or French sectors and searching them for food. The intra-city blockade follow ed sharp controls instiuted over the week-end on approaches to the city. The Communists claim ed these were necessary to halt an "illicit flow of food and raw materials to western Berlin from the surrounding. Alleged Song Rocket Lands Prisoner in Jail PORTLAND. Oct. 18 (.PI Donald Cleo Smith. 28, Paonla, Colo., is held in jail here under a federal indictment of using the mails to defraud. He is accused of collecting $2 fees from song writers for a contest and then asking another $50 for publication of the songs by a ficticious firm. Raleigh M. Meyer, business agent for Local 1, AFL American Federation of Grain Millers, an nounced yesterday the union had voted to accept a compromise of fer of 13 cents an hour wage boost retroactive to June 1. The grain handlers walked out Sept. 8 over Its demand for a 57 cents hourly wage increase after a governor's- fact-finding com mission had recommended a 12 i cent boost. The union later scal ed its demands down to 25 cents and then to 15 cents.
