Primary work of the committees is to acquaint the public with re habilitation services being offered to both disabled veterans and non veterans and to promote Jobs for ch handicapped persons. Millions Affected Indicative of the size of the Job to be done in Oregon relative to the handicapped Is the following information contained in a "fact sheet" released by the state Inter agency committee, Short said: "There is no accurate count of ;the physically handicapped but many estimates have been made. ;There is a bill before Congress calling for a census of the dis abled. However, It will be diffi cult to establish a standard as to what constitutes a disability. "Various estimates have been made regarding the number of physically handicapped In the i'nited States. The estimate of Ifrom 25,000.000 to 28.0O0.OG0 seems to have considerable valid .ity. "Our present labor force con sists of approximately 62,500,000. Of this number, about ten per cent are vocationally handicapped persons. There is thought to be j)n excess of 500,000 unemployed handicapped persons In the Unit yd States in 1948. Accident Commission, county health departments and other agencies which keep records In this regard, it is estimated that approximately 15 out of each 1.000 of Oregon's civilian popula tion have a substantial physical Impairment. "About seven of each 1.000 are r severely disabled that they must be trained for new occupa tions or enter less hazardous em' ployment. Bad Conditions at 63 Oregon Grade Schools Will Bar Them From Basic Fund Allotments SALEM, Ore., Oct. 8. iJP Some of Oregon's grade schools have conditions as bad as those in the most backward sections of the country, Rex Putnam, state superintendent of public Instruction, said yesterday. Putnam's staff has completed an inspection of 367 schools, and 63 of them had conditions so serious that they will be unable to receive state basic school fund allotments until those conditions are corrected. Of the 63 non-standard schools, these conditions were found: 66 percent do not have hot and cold water. 42 per cent need building re pairs. 29 per cent have rooms smaller than 20 by 30 feet. 60 per cent have poor floors. 25 per cent have playground hazards. 51 per cent don't fly the Amer ican Hag. The report said 17,755 pupils have to wash in cold water In the coldest months. There are 12.106 children who have to use open-pit toilets or wait In long lines to use insufficient toilets. Drinking Water Untested There are 14,796 pupils who use glasses or pump spouts that are unsanitary, and 10,492 drink untested water. There are 3.766 children w ho go to schools where there is Inadequate heat, drafty floors or over heated stoves. And there are 11.299 pupils going to vhnnU in need of repairs. Putnam said that the schools are good about fixing up their nronertv so as to make them standard and thus eligible for state funds. Since the survey was made. 35 of the 65 schools nave com nl led. In one school, the teacher said she wouldn't drink the water be cause it was not pure. But the children drank that water. Rats and Bad Toilet In another school, the inspec tor said she was informed by a teacher that the children couldn't play outside in a storage building because there are so many rats. The rats even ran through the school building. The worst toilet situation was where a toilet is located by an irrigation ditch. To reach it. the pupils had to cross tne nitcn on a board only four Inches wide. The toilet was so close to the ditch that it was full of water. It didn't have a door on It, either.
