It's obvious that peace and confidence must precede disarma ment so much a truism that It seems absurd to debate the mat ter at all. Certainly the western powers could venture no other stand under existing circumstances. A nation doesn't disarm when It is in the midst of war and there is no halt In the "cold war" which Russia is waging lor the spread of Communism. The Bolshevist world revolu tion, under direction of Moscow, is the only major aggression to day. And it is indeed an Ironic circumstance that the Soviet, while making this war. should try to persuade the United Na tions to vote for disarmament. Naturallv the Muscovites would like to see their opponents lay down their arms and thereby ease the Red conquest, but It does seem strange to see the argument advanced seriously In the U. N.
