BURTON HEATH Congress Is not going to enact any down-to-earth anil-Inflation program at this session. The President Is not going to recommend one. If any courageous or foolhardy legislator should Introduce such a bill, both parties will floe at top speed with loud cries of anguish. You can't make an omelette I without break!' k eggs. You can't - cure Inflation without stepping on a lot of toes. There is no gen eral agreement as to Just how much of what ingredients would be necessary to bring Inflation under control. But every non-political economist knows the ingredi ents and every one is chock full of political dynamite. There are two obvious ways to get more production, at a time w hen every man and machine al ready Is In use. Oi : is to get more In the same working time. The other Is to Increase working hours, without boosting the unit cost by overtime premiums. No politician In election years is go ing to vote for speedup, for strike prevention, for a longer basic work week before overtime be gins. So those are out. Must Curb 8pending The only practicable approach, politically, is through an attempt to hold down the amount of spending money available. The President's program pecks at that In four oi its eight points. But rent controls aim at the one con sumer cost that has risen least. An excess profits tax takes mon ey from corporations, which H"r" . The Correct Time If you're slowing up or racing ahead vour watch needs adjustment. Commodity spec ulation is far from a major cause for high prices. Which leaves in creased control over "Inflationary credits as the only positive rec ommendation for an attack on the fundamental evil. But again. Inflationary bank credits are petty offenders. The real evils, It cannot be repeated too often, are too much money in bills and sliver, too much money In savings accounts and savings bonds, too much easy credit at stores and through in stallment finance houses. Not one Item in the President's program even hints at these things. Nor have the GOP leaders in Con gress been a whit more forth right. Both are scared out of their election year wits at any notion of discussing such things. If inflation Is to be brought under control, the Incomes of workers and of farmers must be brought under control. By all means try to limit undue corpor ate profits; but If these were eliminated completely, the result ing dent in the price level couldn't be seen with the naked eye. What frightens both parties is the plain, unarguable fact that it inflation Is to be controlled, wages must be held down, farm prices must be permitted to seek their own level without support In the clouds, loose money must be taxed away, credit to consum ers must be cut to rock bottom. The use of bank and bond sav ings for purchase of consumer goods must be discouraged. Pressing Ned Ignored Just when the American peo ple, wealthy beyond their wild est dreams, have got their minds set on buying all the luxuries and new-discovered conveniences, they must be restrained until Industry can produce more, and more, and more. That Is not a popular program. It Is not one that any candidate for public office is going to want to face. It Is not one that either party will dare admit In this po litical year. (.TV George Warren Weatherly. old time Ice cream manufacturer whose creamery here pioneered the Ice cream cone, died at a hospital yesterday at the age of 80. Starting with a secondhand freezer In a small candy shop In 1890. Weatherly developed a manufacturing Industry which produced 90 percent of Oregon's Ice cream. An employee of one of his companies, F. A. Brurk man, invented the Ice cream cone machine. Constructor of the 11-story Weatherly building here and one time chairman of the Multnomah County Tax Supervising Commis sion, he was active In Portland's business life for many years. He disposed of his ice cream Interests many years ago. Survivors include the widow, Elizabeth; three children Jessie W. Brickel, Vancouver, Wash.: Clayton M. Weatherly and Isabel W.
