These children are grow ing up in a land where they have little birthright. The reason Is that persons of less than three fourths Samoan blood may not Inherit or buy land, except for a few freehold acres. This restric tion bears heaviest now on the shoulders of the grown children of traders and navy men who married Samoan women before the war. But In a few years, un less It Is remedied, the illegiti mate children of American fight ing men 'will find substantial blocks In their path to economic betterment. The problem will be discussed with a Congressional committee which plans to visit Samoa late this year. Half-castes, Samoa born and of Samoan blood, com plain they practically are out casts In theln. own land. One trader solved the problem by giving his children excellent educations In Hawaii and main land schools and kicked them out of Samoa. Another expanded his business to provide Jobs for all his children. Samoan leaders ex press great concern over the dangers of land alienation. They point to Hawaii, where few Ha waiians own land, as an example. They fear that If restrictions were removed, the more aggres sive white and part Samoan groups soon would own the best land. Brazilians Fret About Boost in Coffee Price RIO DE JANEIRO (."PI There's lots of coffee In Brazil, but the price of a cup is going up. The rising price of coffee is causing the disappearance of the traditional cales of Rio de Janeiro where in bvgone times most of the nation's business was transacted. Brazil's national drink is the cafezinho (little coffee) which is a demitasse of black, hot, sweet coffee. Brazilians drink coffee not only at mealtime but all dur ing the day. Little coffees are served at mid-morning and mid afternoon In government agen cies and large business houses, while cafes cater to those who have time to leave their work. For a decade before the war, and even until a short time after ward, the price of a cafezinho was about one American cent. In 1946 it took a 50 per cent Jump. Then the government withdrew Its coffee subsidy. Cafes then began closing. Fourteen tradi tional cafes in the center of Rio have closed since 1946. Others began selling fruit and lunches and even American soft drinks. Others abolished the cafezinho and sold only a large cup of cof fee, with milk, for 60 centavos, or double the previous price. All restaurants continued to serve cafezinhos free with meals. ' 'Bill of Rights' Initiative Given K.O. in California SAN FRANCISCO, Aug. 5. (.TV-Ruled out by the State Su preme Court, the so-called "biM of rights" Initiative proposing broad changes In California law will not appear on the Novem ber ballot. The court In a unanimous de cision Tuesday turned thumbs down on the measures sponsored by Roy Owens and Lawrence and Willis Allen ot Los Angeles backers of the "Ham and Eggs" movement In the 1930's. In all, the court found, the measure would repeal or sub stantially alter 15 of the 25 articles in the California Consti tution, which may be revised only by a constitutional conven tion. The measure envisioned a broad retirement pension plan with $100 a month benefits for all over 60. It would reapportion the State Senate and reorganize the Legislature, lpgalize gamb ling, revise the oleomargarine laws. Junk the present taxation scale in favor of a blanket two per cent tax on all personal and corporate Income, and sharply reduce the power of the state courts, among other things.
