The Russians previously had warned that they woull be conducting parachute jumping practice in one of the air corridors. Commenting on this warning. General Lucius Clay, U. Reds Want All 'rmany American quarters in Germany yesterday said tliey expected the Berlin crisis to worsen, in view of the Russian rejection of the demand for a lifting of the block ade. The Immediate object of the Communists probably is to force the Western Allies out of Berlin or compel them to abandon their project of forming a Western German government In their three zones of occupation. The ultimate Red objective undoubted ly is to gain control of all Ger many and sovletize it. Many diplomatic observers fig ure the only thing that might checkmate this plot short of war, which nobody wants would be democratic world opinion, backed by a threat of punitive sanctions. It is on this basis that the Western Powers are consider ing presenting the issue to the United Nations. In any event, the United States yesterday reiterated Its intention of staying In Berlin. More Capital Is Need of Business, Financier Says PORTLAND. Ore., July 20. I.Vi The president of the New York stock exchange says that American business needs more In vestment capital. Emtl Schram told the opening meeting of the National Associa tion of Securities Administrators that business should be strength ened by encouraging the flow of investment. "There Is a great need for equi ty capital." Schram said. "We are drifting dangerously close to overfinancing by the unsound debt and borrow basis. We can correct this by. a realistic re adjustment of taxes on business." The changes he urged included readjustment of the capital gains tax. W. G. Paul, president of the Los Angeles Stock Exchange, cri ticized the Securities Exchange Act for limiting bank loans to registered securities to 25 per cent of capital. He said the fact that hanks are not so restricted on unregistered securities has caused "an unusual inactivity of me market.
