Mr. Truman's proclamation calling the legislators back to Washington came only 12 hours after he had announced he would do so at the Democratic National convention in Philadelphia. Following up his decision, an nounced as he accepted the Demo cratic presidential nomination, Mr. Truman's call said "an extra ordinary occasion" requires re convening of the 80th congress. The brief proclamation did not formally outline reasons for the call. The president merely direct ed the members to assemble "to receive such communication as may be made by the executive." The president will deliver at least one, and perhaps additional special messages to the lawmak ers. Presumably, these will deal with price controls, housing, fed eral aid to education, broadened social security and other Issues which he told the convention the "eightieth worst congress' neg lected in its regular session. Missouri "Turnip Day" The July 26 date for convening congress Is known in Missouri as "Turnip Day," a good time for sowing turnip seeds for harvest ing later in the year, Mr. Truman explained. Presidential Press Secretary Charles G. Ross told reporters President Truman will "do a lot I of campaigning" for a four-year term in the presidency in his own right. Samuel T. Rosenman, general counsel to both Presidents Frank lin D. Roosevelt and Truman, will act as adviser on the speeches. The President, Ross said, will begin work soon on plans for campaign travels which will take him "into a considerable number" of the 48 states. KANSAS CITY. July 16 (.TV Truck farmers of Missouri ap peared to agree today with Presi dent Truman on his July 26 date as "Turnip Day." Thomas D. Sheahan. who as commissioner of markets here is a man who knows his vegetables, put the question to some of them at the city market this morning. "Most of them that I talked to agree that while there hi no spe cific day set aside for turnip planting that the last week in July is the best in Missouri," Sheehan said. "The president apparently Just happened to remember July 26 was about the time he used to &lant turnips when he was a farm oy." United Nations Guard In Palestine Slain by Sniper LAKE SUCCESS, July 16.-4P) The United Nations announced yesterday one of its uniformed guards had been killed In fales- tine. The guard was Ole Helge Bak- ke, 29, a Norwegian. He had been a U. N. chauffeur at Lake Success since last February and had gone to Palestine last month with a contingent of 49 U. N. guards. Secretary-General Trygye Lie said Bakke was killed Tuesday on the road to Mt. Scopus, Just outside Jerusalem.
