TUESDAY, JULY 13. 1948 THREE Farmer-Committee System Democracy in Effective Form, PMA Chief Declares "I' have reached the conclusion thai one cannot overemphasize the Importance ol farmer Influence and Judgment In meeting our agricultural conservation and other problems." Ralph S. Trigg, FMA administrator, told farmer-committeemen at recent meetings In Ohio, Arkansas, Louisiana ana Tennessee. Through the farmer-committee system, said the administrator, the voice of the folks down on the farm is continually brought to bear at Mate and a levels. He aded, "Committee administration Is democracy at work, In Its most effective form. I am sure that time will prove that the develop ment of this system has been one of the great achievements of recent years In farm program de velopment." Four-Way Problem Discussing the future of the farm program, he pointed out that the problems lie in four major fields: (11 Conservation of our natural resources along with such production adjustment as may be necessary: (2) Price sup port: (3) adequate markets at home and abroad; and (4) more efficiency in marketing. On conservation he laid, "1 feel that every farmer should have the opportunity to partici pate In the government s pro gram to conserve soil and In mv opinion that will require the continuation of payments . . . Ex perience hn shown that conser vation, to be fully effective, must be performed on a nation-wide basis. "Price support should not be so high as to price the farmers' products out of the market, or to encourage overproduction. Neith er should It he so low as to fail to give the farmer a fair mini mum of income security." Referring to markets, he said i that sooner or later we will need some sort of floor under con sumption of farm products, the school lunch program being a step in this direction. He called for continued re search to develoo new uses for farm products and less waste in I getting products to consumers. ! As producers, we've got to be market-minded. . .and as market ers, to be production-minded." Referring to the Production and Marketing Administration. 1 Trigz said, "PMA was organized i as tne larmers production and marketing administration. Its key purpose Is to provide for the farmer a balanced and integrated program that will attack at the community, state, and national levels those aspects of both his traduction and marketing prob ems that he could not tackle successfully all by himself as an Individual." the major death-dealer, the sec retary declared. Julv Senator Taft iR-Ohio) yester day predicted the Republicans will hold their Senate majority in the next Congress. ' Taft told a news conference he believes Gov. Thomas E. Dewey of New York, Republican presi dential nominee, will sweep the "doubtful states" Into the Repub lican column In the November election. The Republicans now have a M to 45 edge in the senate. A shift of four seats could give the Democrats a majority. Taft listed the "doubtful" states as Kentucky, Oklahoma, New Mexico, Montana, Rhode Is land and Colorado. "If Dewey wins by as much as degrees. 1 think he will," Taft said. "I think he will carry all of. them." Taft's only comment on the Democratic convention at Phila delphiagiven with a broad grin: "There certainly are some gloomy reports out of there." John Ni. Secretary of State Earl T. Newbry an nounced today. The figure compares with 210 Uvea lost in the same period last year for an 11 per cent reduc tion In death. At the same time, registration were Increasing 10 per cent and mileage about 7 per cent Newbry said. Cities and towns accounted for 40 deaths In the six-month per iod, the rest being charged to smash-ups In rural areas.
