July 7-.D The wave of nationalist feeling sweeping Eastern Europe has I spurred a flood of rumors about ' possible dras'ic moves by the Russian to tighten their hold over the satellite countries. These rumors include uncon firmed reports of Soviet troop movements In Romania and Bul garia toward the Yugoslav bor der. They also disclose a revi al in Europe of the old speculation that Russia may try lai toanmx Romania and Bulgaria as Soviet Republic and ib to put the Red army back into Czechoslovakia, from which it withdrew at the end of the war. About the most that ran he said for the rumors at the moment is that they are receiving careful sludv at the State Department I and National Defense establish ment. The prevailing opinion among Washington officials seems to be. however, that while the Russians find themselves in a tough spot in their own satellite sphere they will try to solve their difficulties without resorting to the open use of military power. Governor Hall Spurns 'Vanport Committee' (Continued From Page One) that when the Vanport Inter view was first arranged, he un derstood he was to meet with several committee representa tives. Since then, he added, he learned of a mass caravan dem onstration with threats and de. mands. "I'm not going to pat up with that sort of thing," Hall said. The Vanport committee was or ganize da few days after the Columbia River flood waters burst a dike and shattered the war built apartment city. Sev eral committee delegations have appeared before the Portland City Council with demands for cash grants to Vanport families, requisition of hotels for housing and resignation of members of the Portland Housing Authority which operated Vanport. Funds For Swim Pool Checks amounting to S16.W0.02 were received from the City Park Commission, earmarked for the City Swimming Pool fund. The money was accompanied by a list of donors who had contribu ted with the Intention that it go Into the swimming pool fund. The Council discussed a rough draft of the new city building code and turned it over to the City Attorney for further study. The code was drawn up by city plumbers, electricians and build ers and proposes to Install In spectors to see that a uniform building code is carried out and enforced. It was drawn up in rough form and if approved later by the Council, will be per fected and become a city ordi nance. For New Sewer And Truck A low bid of $8.7(12.96, made by Rouse and Bell Co., for a new sewer system in Kinney's im pr. pc Addition w as accepted. The Council found that the bid was a litile less than $100 over the City Engineer's estimate for the work. Kinney's Addition is in North East Roseburg. Bids were read on new ton-and-a half pickup trucks, and a low bid from ockwood Motors for a new Kord trurk was ac cepted. The new trurk will re. place the Model A pickup which I w as recently sold to George Frew when he and the truck both re tired". The Council also approved the City Attorney's suggestion that a letter be sent to property owners w ith land abutting the Rose Hotel alley, warning them to pay their assessments. According to sec tions 78, 79. JO of the City Char ter, property ran be sold if the assessments are not paid. The Council also placed under committee advisement the re quest by California-Oregon Power Company that Railroad Alley be vacated. Weisgerber was granted per mission to open a permanent business In Roseburg to be known as the Roseburg Hudson Motor Company. Tne Council waived the $1.3tX) bond which the city requires of temporary businesses. Bills outstanding against the city were approved by the Council. In a lighter vein. Mayor Albert Flegel requested that the County Court and the Sheriff's office he alerted during the coming week end because of the forthcoming motorcycle races scheduled Sun day at the Fair grounds. "Just to be on the safe side." said Mayor Flegel. "I'd like to have these county offices on the watch this weekend. We don't want a repetition of the recent Riverside debacle." Mavor Flegel was referring to the trouble Riverside, Calif., had over the Fourth of July holidays when motorcyclists literally took over the town.
