TUESDAY, APRIL 20, 1948 THIRTEEN Britain Abolishes Death Penalty For Crime of Murder By DeWITT MacKENZIE (JP) Foreign Affairs Analyst England, after a mighty strug gle with her conscience over long generations, finally has decided through the medium of her House of Commons to abolish capital punishment for murder during a trial period of five years. The vote for this notable ex periment 245 to 222 came after a dramatic seven-hour debate over the question of whether to hang or not to hang a penalty which has been exacted for some 800 years. The verdict represent ed a defeat for government views, though it wasn't a political reverse, since the Labor (Social ist) government had given the rank and file of its party the privilege of voting as they saw fit, and even permitting members with minor ministerial posts to abstain. The conservatives, whose lead ers were against abolishment, also split and thus the issue be came nonpartisan, with Social ists and Conservatives voting ac cording to their personal lean A ings. It was a remarkable event. The measure still must go " . through other stages in Commons and must pass the House of Lords, but the government already has Accepted it as law by reprieving two men who were about to go to the gallows for murder. They have received life sentences. Mistakes Stressed In the debate the government fought the measure on the grounds that it was essential for the protection of society and that abolishment would increase homi cides. Advocates replied with hu manitarian arguments and a par ticularly cogent point was made by Socialist R. T. Paget, who cited cases in which Innocent peo ple had been hanged. "Only God and the accused know the real truth," he declared. ThiE isn't the first time, by any means, that an effort has been made in Commons to do away with hanging for homicide a move, by the way, which doesn't affect the death penalty for treason, sabotage of the royal dockyards and piracy. Previously, However, tne government nas beaten down the proposal with its plea of necessity. Reaction To War Renewal of the proposal now was, I suspect, partly a psycholo gical reaction to all the bloodshed and hatreds which have attentled the world war. The impulse was humanitarian and undoubtedly religion entered into it strongly, for England still remembers the . ' Commandment: "Thou shalt not i kill." The London Daily Graphic f summed up the debate like this: "The British idea of justice, . founded not on punishment but orf mercy, shone through all the arguments in the House, and those who disagree with the verdict should draw satisfaction from the fact that in a world of relaxed standards Britain keeps her prin cipals high." Henry Ford, 2nd, Heads U. S. Community Chests ATLANTIC CITY, N. J., (T) Henry Ford, 2nd, automobile manufacturer of Dearborn, Mich., has accepted the national chair manship of community chests of America. Ford succeeds H. J. Heinz, 2nd, of Pittsburgh, who will continue to serve as vice chairman. Damage by insects is frequent ly overlooked until real loss is apparent, the two entomologists point out, because many garden insects are small or do the bulk of their mischief at night. Slugs are most likely to be found in western Oregon where they feed on foliage and young seedlings. Most slug damage is done at night. During the day light hours they hide under boards, sticks or in deep grass. The slug itself is greyish brown in color and Is approximately one half inch long. Recommended control is with metaldehydecal cium arsenate poison bait. It may be purchased in either flake or pellet, form. Crowell and Every say cut worms are general throughout Oregon. This hairless, mottled brown Caterpillar which grows as long as two inches in length is also a night feeder. It has been given its name because it cuts plants off at the surface of the ground. Cutworm bait is avail able in seed stores. The entomologists describe the pea aphid or pea louse as a green sucking insect which caus es leaf yellowing and curling as well as stunting to the plant it self. The maggot is a worm or larvae which is hatch ed from an egg laid by a fly. The maggot feeds on the roots of cabbage, radishes, turnips and simlllar crops. It eats holes in root crops, and kills or stunts cabbage. 'larpaper disks are rec ommended lor use around cab bage plants. A 4 per cent colomel dust or exclusion of the flies by the use of netting will give some control for root crops. Injunction Hits Oregon Brand Inspection Law PORTLAND, April 19 ---W) Circuit Judge Martin W. Hawkins issued permanent injunctions Sat urday preventing state brands in spectors from Inspecting live stock leaving stockyards if the animals were Inspected upon en tering the yards. Hawkins declared the Oregon brand Inspection law opposed by packers as "double inspection" conflicted with federal statute and placed an unncessary burden on shippers and .packers. The injunctions were issued in suits brought by Swift & Co., Pa cific Meat Co., and Lester Wade, a cattle shipper.
