TUESDAY, 'APRIL 13, 1948 ml m .cm Soviet Knows How To Make A-Bomb But Not Yet Able WASHINGTON, April 13 (R Defense Secretary Forestal told congress yesterday that Russia knows how to make the atomic bomb but is not yet able to do so. Forrestal's admission came up in questioning before the House Armed Services Committee which is considering a bill to draft men 19 through 25 years of age. ; After his testimony, Forrostal was asked by reporters how he is certain that Russia does not have an atomic bomb, "I would not care to amplify that," he said. "I will have to let that stand." Forrestal had told the commit-1 tee: "I am informed by Dr. (Van neval) Bush that the scientific knowledge and technical proced- ures Involved In the manufacture of the atomic bomb are known to Russia, but the industrial capa city . .
